Job Description


The Parliamentary Pension Scheme (PPS) was established by the Parliamentary Pensions Act 2007 as a Contributory Hybrid Cash Balance Retirement Benefit Plan for the Members of Parliament of Uganda and the Staff of the Parliamentary Commission. The Scheme is managed by a Board of Trustees, constituted in accordance with the Act.

Job Title: Senior Information Technology Officer
Reports to: Benefits Administration Manager
Job status – contract
Duration: Five (5) years renewable based upon satisfactory performance
Age limit 28 years and above

Purpose of the Job:
To plan, develop and coordinate implementation of information technology systems to enhance efficiency and security of the Scheme business processes.

Qualifications:
• An Honors Bachelor’s Degree in either; Computer Science, Information Technology, Information Systems or Software Engineering from a recognized University/Institution.
• At least Five (5) years working experience of IT Systems Administration, Application Development and Data Analysis, (3) three of which should have been served at Officer Level.
• IT Certification in Oracle Certified Professional (OCP) and any other open source technologies will be an added advantage
• Post Graduate Qualification in a relevant field is required,

Responsibilities:
• Establish and maintain an effective and efficient information technology infrastructure;
• Provide information technology related user support services, c) Analyze existing systems and procedures and recommend strategies for continuous improvement;
• Prepare technical documentation and functional specifications for IT related equipment and systems
• Manage the operations of access to internet, email, intranet and web based services, to ensure smooth Scheme operations
• Undertake data entry, filing and archiving of member records;
• Facilitate member education programs;
• Organize periodic help desk and member on site visits;
• Perform any other duty as may be assigned from time to time.

Competencies:
• Demonstrated knowledge of Database Administration, Hardware Troubleshooting, Enterprise Software Applications and Web Based Technologies.
• Highly Innovative, Self-Driven and Result Oriented
• Must demonstrate good Planning and organizing skills
