Job Description
Catholic Relief Services (CRS) is an international non-governmental organization (NGO) supporting relief and development work in over 100 countries around the world. CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability
Background
CRS Farmer-to-Farmer (F2F) Program is a US$11M USAID funded 5-year program (October 2018 – September 2023) that will provide technical assistance from United States (U.S) volunteers to farmers, farmer groups (cooperatives and associations), agribusinesses and other agriculture sector institutions in the countries of Benin, Ethiopia, Rwanda, Uganda, Timor East and Nepal. The program objectives are to facilitate economic growth within targeted agriculture sub-sectors, enhance sub-sector inclusiveness to expand participation to a broader range of individuals and communities and to increase the American public’s understanding of international development issues and US international development programs. Volunteers, recruited from all States and the District of Columbia, are generally individuals who have domestic careers, farms and agribusinesses, or are retirees who want to participate in development efforts.
F2F program will assist in agriculture development, commodity value chain competitiveness and firm upgrading by providing technical assistance to introduce new technologies, innovations and development of local capacity for more productive, profitable, sustainable and equitable agriculture systems. The F2F program objectives and strategic framework are in line with the USG assistance programs USG Global Hunger and Food Security Initiative/Feed the Future, USAID Agriculture Strategy/Linking Farmers to Markets and the US Farm Bill. In addition to these initiatives and strategies, the F2F program will be concurrent with Country Investment Plan (CIP) and USAID country missions
Job Summary:
The senior Project Coordinator for the Farmer to Farmer (F2F) project in Uganda, will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to volunteer technical experts, host organizations and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. The Senior Project Coordinator will coordinate and manage relationships to ensure that the project applies best practices and constantly improves the impact of the beneficiaries we serve. .
Job Responsibilities:
• Assist implementation of the F2F project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
• Serve as deputy Country Project Director during absences of the Project Director, taking a leading role in engaging with USAID and other IPs and participating in Feed the Future Implementing Partners meetings
• During Project Director absences carry out all necessary decision-making responsibilities to ensure programming continuity. Assume additional responsibilities in implementing Uganda program due to the diminished presence of the Project Director.
• Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding hosts and partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
• Coordinate and oversee working relationships with all local project host organizations and stakeholders and serve as the liaison between them and the volunteer experts to mobilize local actors and promote project activities and impact.
• Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
• Coordinate provision of any logistical and administrative support to F2F volunteer experts, host organizations and partners.
• Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.
• In close collaboration with the Project Director and other in country Programs, oversee F2F integration with other CRS programming in Uganda.
• Lead in establishing partnership linkages/engagement roles with the private sector at the higher end of the value chains as described in the F2F country project strategies
• Support CP in new business development as and when required
Typical Background, Experience & Requirements:
Education and Experience
• A minimum of bachelor’s degree in agriculture or related development field is required. Or 2-3 years F2F hands on experience equivalent.
• Any additional qualification such as business training, gender mainstreaming, ICT would be a plus.
• Minimum of 5 years of work experience in project support, ideally in the field of administration or project management for an NGO.
• Additional education may substitute for some experience; additional experience may substitute for some education.
• Experience working with partners, participatory action planning and community engagement.
• Experience with donor engagement and other IPs
• Experience in integrating within programming
• Proven ability to build linkages/engagement with private sector at the higher end of the value chains
• Experience in playing an oversight role in hosts and volunteer management
• Ability to support new business development
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
• Analysis and problem-solving skills with ability to make sound judgment
• Good relationship management skills, communication skills and the ability to work closely with local partners

Required/Desired Foreign Language
• English fluency, including excellent oral and written skills, required.
Required Travel: Up to 50% field travel in Uganda
