About US:

RTI International has been working in Uganda since 1991 across governance, education, and health sectors. RTI implemented the Governance, Accountability, Participation and Performance (GAPP) Project (2012-2019) with joint funding from USAID and DFID, and currently implements an extension to GAPP with funding from DFID. RTI pursues innovative approaches and builds on best practices to create the foundation for and to promote democratic governance and economic development.

Job Summary:

The Senior Technical Director will provide primary support to the functions of the Chief of Party (COP) in supervising and assuring the quality of technical activities, including management and oversight of technical staff. With the COP, the Senior Technical Director will be responsible for ensuring that the technical assistance provided under the project is strategic, coherent, consistent and supports the achievement of project objectives.

Key Duties and Responsibilities:

  • In close collaboration with COP, provides overall technical leadership and quality assurance for long- and short-term technical assistance and activities necessary to achieve objectives, expected results, and products expected under the Contract.
  • Develops and adapts technical strategies, approaches, and activities to achieve objectives, and applies and contextualizes global best practices and learning to the Ugandan setting.
  • Ensures SSPA technical objective activities are integrated to strengthen SSPA partnerships, learning, value for money, and impact.
  • Provides supervisory oversight to senior technical staff and helps facilitate and coordinate their work with senior government, civil society counterparts and other key stakeholders at national and subnational levels.
  • Provides technical approval for grantee scopes of work and supervises the staff member providing technical oversight of the work undertaken by grantees and local subcontractors.
  • Supports COP and project staff with the drafting and production of project materials, including the technical reports, training materials, and communications/policy briefs as well as ensures technical quality and relevance for SSPA stakeholders and clients.
  • Together with the COP and other Directors, supervises the implementation of workplan activities under the Contract to ensure that performance schedules are observed and outputs are completed according to schedule.
  • Together with the COP, supports the preparation of annual work plans and Activity Monitoring and Evaluation and Learning Plans (AMELP), and champions collaborating, learning and adapting (CLA).

Qualifications, Skills and Experience:

  • The ideal candidate must hold a Master’s degree in public policy, governance and human rights, public administration, economics, law or other related fields and 12 years of experience.
  • At least 8 years of progressive experience in the implementation and management of international donor, including USAID- and DFID, funded democracy, human rights and governance (DRG) programming.
  • Substantial knowledge and experience related to strengthening accountability and anticorruption systems in Uganda.
  • Experience and expertise in a combination of the following technical areas: civil society strengthening and network building; and integrated governance for strengthening service delivery.
  • Technical understanding in Uganda in one or more the following areas highly preferred: capacity development; leadership and management; gender equity and social inclusion; youth participation; governance and decentralisation; natural resource governance in refugee districts; and wildlife crime related corruption.
  • Experience in providing technical assistance to local partners, organizations and grantees.
  • Ability to work effectively, responsively, and collaboratively with government counterparts such as GOU ministries and anticorruption institutions, development and private sector partners, civil society organizations, private sector and academic/research institutions.
  • Excellent personnel and program management, oral and written communication, and organizational skills.
  • Demonstrated commitment to working collaboratively and respectfully within team and cross-cultural settings.
  • Senior management experience and in-depth knowledge and familiarity with USAID and/or DFID rules and regulations and reporting requirements considered desirable.
  • Professional proficiency in spoken and written English is required.
