Job Description
Purpose.
Through our peacekeeping capacity building programs, Sincerus seeks to assist the United States seeks to develop the Ugandan People’s Defence Force’s (UPDF) capacity to self-sufficiently deploy and sustain well-trained, operationally ready, and effective peacekeeping forces in support of UN, AU, and other peacekeeping operations. To achieve this objective, this program will provide advisory services to:
• Strengthen the institutional planning, training, and readiness capabilities at the UPDF’s peace operations training centers, subordinate training areas, and peacekeeping-focused staff offices.
• Support the UPDF’s development and employment of critical mission capabilities, particularly the material, training, force generation, and operational readiness of those capabilities.
• Assist the UPDF to institutionalize existing and emerging UN and regional organizations’ operational readiness assurance and accountability frameworks.
Position Specific Requirements as the Senior Training and Operational Readiness Technical Advisor #1.
General. This position is to serve as the Senior Training and Operational Readiness Technical Advisor, focused primarily on assisting the UPDF to address their institutional planning and training planning and resource gaps related to on-going and future peacekeeping missions. This advisor will work closely with UPDF training center commandants and chief instructors at UPDF training center locations focused on preparing peacekeeping forces for deployment.
Required:
• Minimum of fifteen (15) years of combat arms military experience which includes service after September 11, 2001, and demonstrated maneuver experience at the battalion, brigade, or division level
• Attainment of military grade O4 and higher
• Relevant military operations or foreign security force (police or military) capacity building experience in the last 5 years
• Demonstrated experience as a senior mentor/advisor, military or civilian, to a senior foreign security partner with examples of effective and respectful advisory performance
• Examples of demonstrated expertise planning military training and managing military training resources at the operational level
• S. Citizen
• Previous professional experience (in a military or civilian capacity) in Sub-Saharan Africa, preferably Uganda
• Active Secret Clearance or DOS Moderate Risk Public Trust (MRPT)-or the ability to attain one.
• Able to present examples of the skills and temperament to conduct collaborative and respectful engagement and mentorship activities.
Preferred:
• Examples of previous experience working with peacekeeping forces deploying to Somalia under AMISOM or ATMIS
• Battalion and/or brigade staff experience while deployed to a combat, peacekeeping, or other contingency operation
