Job Description
John Snow, Inc. (JSI), a leader in the field of international public health, is currently recruiting for a Supply Chain Officer position for the Regional Health Integration to Enhance Services-North, Lango (RHITES-N, Lango) Project, funded by the USAID. RHITES-N, Lango will improve the use of integrated health services in Northern Uganda’s Lango region and strengthen the health system to sustain gains made by earlier projects. RHITES-N, Lango will contribute to improving key population-based national health indicators; build the capacity of the Ugandan government to carry out a sustainable and locally-driven response to the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders to design and implement health system strengthening strategies to scale up high-impact, evidence-based interventions at the national, sub-regional, district, and community levels. Interventions will include VMMC, virtual elimination of mother-to-child transmission of HIV, antiretroviral therapy, and condom education and distribution. JSI will focus where the greatest impact can be realized, with a priority on hard-to-reach and high-HIV-prevalence locations.
USAID RHITES-N, Lango project is a five-year contract that started in February 2018 and will end in February 2023. The JSI team includes, Another Option, and Medical Concierge Group.
Job Purpose
The Supply Chain Officer is a full-time position and will be based in Lira, Uganda. S/he will support the supply chain specialist and provide technical oversight to the District Supply Chain Teams and the Medicines Management Supervisors to implement the District Support Package on medicines management interventions aimed at improving availability of commodities. S/he will provide direct technical assistance to ensure effective management of supplies for HIV/AIDS, TB, Malaria, Nutrition. S/he will report to the Supply Chain Specialist.
Major Roles and Responsibilities
Implement the logistics capacity building plan in terms of on-site training, support supervision, mentorship and coaching of facility staff basing on the health unit and individual needs
• Support districts to carry out quality procurement planning and procurement plan performance review
• Work closely with district and facility logistics teams to ensure accurate forecasting, quantification, ordering, effective stock and appropriate medicines use.
• Routinely verify all due orders from all supported facilities for quality (accuracy, correctness and completeness) and submission to central warehouses (NMS, JMS, and MAUL) before respective order deadlines.
• Work closely with the Medicines management Supervisors and Facility Staff to compile and share delivery/discrepancies report within a week of delivery completion.
• Compile and share weekly stock status data and coordinate actions to address identified gaps and challenges
• To compile SPARS supervision visit plans from all Medicines Management Supervisors and support implementation
• In conjunction with the Supply Chain Specialist, carry out SPARS supervision audits and ensure 100% verification of the SPARS tools submitted in the Pharmaceutical Information Portal (PIP).
• Coordinate Medicines Management Supervisors payments and implementation of the rewards/recognition strategy for SPARS.
• Support and coordinate health facilities to reactivate and functionalize Medicines and Therapeutic Committees (MTCs) as a Continuous Quality Improvement approach to address commodity management gaps.
• Coordinate monthly DHO-MMS-DHT commodity management/ security review meetings
• Participate in District/Regional Supply Chain Performance review meetings
• Coordinate the adherence to drug policies and regulations at supported facilities
• Provide routine technical support and supervision to the project stores operations.
• Participate in planned operational and impact research
• Write quarterly and annual reports to the Supply Chain Specialist
• Perform other duties as required.
Qualifications and requirements
• Professional Bachelors degree in pharmacy or an equivalent
• At least two years’ work experience in providing pharmaceutical management services especially in the area of supply chain.
• Demonstrated knowledge and ability to manage and supervise busy stores operations including application of Rx Solution-the electronic stock management system.
• Working experience in Uganda with knowledge and comprehensive understanding of the Uganda public health system, and USAID program implementation
• Demonstrated knowledge of the Pharmaceutical Information Portal of the MOH including all SPARS reporting system platforms (Essential Medicines, TB, Laboratory, ART, Pharmaceutical
• Finance)
• Willingness to be flexible and adapt to changing priorities and shifting deadlines.
• Demonstrated strong organizational, administrative and communications skills.
• Strong teamwork and team-building skills
• Demonstrated computer skills, including knowledge of Ms Officesuite particularly, Ms Excel, MS Word, and Power Point.
• Ability and willingness to travel extensively throughout Lango Region
