Project Overview and Role:
Primary Duties and Responsibilities:
• The EU under the AAP 2019 / GreenUp project has availed € 8.0 million to support the development of the coffee and cocoa value chains in Uganda. The technical assistance (TA) team is expected to assist the Uganda Coffee Development Authority who act as the supervisor of the project, in implementing the project efficiently and effectively through strengthening the human resource and technical capacity. Furthermore, the TA will ensure the delivery of the project’s result areas to the public and private beneficiaries of:
• Improving the policy and regulatory frameworks and their implementation
• Enhancing production and productivity
• Improving the post-harvest handling and marketing.
• Various contracts involving services and supplies are envisaged to be implemented through indirect management mode with various private and public sector institutions.
Duration: 36 months (01/03/2022 – 28/02/2025)

The Team Leader will be the lead project team counterpart for the Uganda Coffee Development Authority (UCDA) and EU Delegation. The expert will provide the strategic vision of the assignment and will supervise and coordinate the inputs of the other key experts and non-key experts. They will advise on the identification and implementation of activities.

This will entail:
• Leading the provision of technical assistance to the UCDA to deliver on their role in coordinating / implementing the coffee and cocoa value chains development project;
• Steering and managing the assignment as a whole, carrying out a major part of the day-to-day work, dispatching tasks to the other experts of the team;
• Supervising the elaboration, production and quality control of the project outputs, studies and other tasks and deliverables;
• Ensuring the timely preparation of the progress reports and quality control of reports prepared by short-term experts.
• The Team leader will also lead on activities related to:
• Supporting the UCDA in implementing the project in accordance with EU EDF procedures (including management of a matching grants scheme for private operators and producers, procurement of service and supply contracts, and management of programme estimates);
• Technical assistance related to improving policy and regulatory frameworks associated with coffee and cocoa value chains in Uganda.

Required Qualifications:
Qualifications and Skills
• A post-graduate degree in the areas of agriculture, economics, natural sciences, social sciences, development studies, or other specialisation relevant to the assignment.
• Excellent written and oral communication in English.
• General Professional Experience
• Extensive professional experience providing technical assistance and capacity building to support agricultural value chains and agribusiness development.
• Specific Professional Experience
• Significant project-based experience in agricultural value chains / agribusiness development.
• Proven technical expertise in policy and or regulatory framework simplification in relation to agribusiness development.
• Proven project / programme leadership skills, demonstrated in the scope of Team Leadership experience on long-term international donor-funded technical assistance projects, including a minimum of one relevant and comparable EU EDF funded assignment.
• Hands-on expertise providing technical assistance for the implementation of agricultural development projects under Indirect Management modality (including support for grant scheme management, procurement, and management of programme estimates), in accordance with EU EDF procedures.
• Experience undertaking assignments focusing on coffee and/or cocoa value chains will be a significant asset.
• Relevant experience in East Africa (Uganda in particular) will be a significant asset.
