CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability
Background
FASTER is designed as a new component of the global FOCUS (Faith-based Organization Capacity Strengthening for Universal HIV Services) project. Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the Centers for Disease Control and Prevention (CDC), FOCUS was developed with the intent of building FBO network capacity, assisting FBOs to contribute to HIV multi-sector planning for expanded service delivery, and documenting successful approaches. Led by CRS, FOCUS builds understanding of how to leverage the faith-based community’s contributions at subnational and national levels, reinforcing mutual responsibility and country-driven leadership.
FASTER takes FOCUS’ objectives to the next level by creating an enabling environment in 4 countries where public health, civil society, the private sector, and FBOs can accelerate normative pediatric HIV case finding, testing, linkage to care and treatment, and adherence support by strengthening and streamlining joint coordination and provision of pediatric HIV service delivery.
Job Summary:
You will provide technical advice and support to a range of program design and implementation issues in the area of Pediatric and Adolescent Quality Improvement collaborative Initiative in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable. Your advice, knowledge, and support will contribute to determining how effective, adaptive & innovative CRS’ Pediatric & Adolescent Quality Improvement Collaborative is across Uganda .

Job Responsibilities:
• Support the Technical Advisor 11, with management and coordination of the pediatric and adolescent QI collaborative initiative at CRS, MOH, the PEPFAR and other implementing partners, and the FASTER-supported sites.
• Provide technical solutions to FASTER team, remotely and on-site, for strategic planning and how to best apply standards, best practices, partnership principles, tools and M&E, helping to ensure high-quality implementation.
• Contribute to, and in some cases lead, the development of the technical design for proposals. Support the process of preparation, design, submission and approval of project concepts and full-fledged proposals. As needed, act as a technical writer on proposal development teams. Advise project teams on integrating donor strategies, priorities and technical requirements into CRS’ approach. • Support capacity strengthening initiatives in the CRS/FASTER pediatric and adolescent HIV care and treatment programming through helping develop learning and training strategies and agendas/curriculums, conducting trainings, mentoring and coaching to staff in the FASTER supported sites
• Collect and analyze program data on performance of FASTER priority sites along the pediatric & adolescent HIV care and treatment cascade and submit reports to the FASTER team at CRS. Contribute to maintaining relationships with donors, peer organizations, faith-based organizations, research and other institutions and participate in forums in the area of pediatric and adolescent HIV care and treatment capacity and QI to collect and share best practices and promote CRS’ work

Typical Background, Experience & Requirements:
Education and Experience
• Master’s Degree in Pediatrics, internal medicine, public health, epidemiology, or a related field is required
• Minimum of three years relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in programming interventions in pediatric & adolescent HIV care and health systems strengthening
• Knowledge about Uganda health systems & structures for provision of HIV services, knowledge of Uganda HIV care, treatment and prevention guidelines, DSD Models, pediatric ART optimization and national QI framework and methods. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
• Experience in project design & proposal development
• Experience in writing content for proposals
• Knowledge of capacity strengthening best practices.
• Experience with program monitoring and evaluation and analysis.
• Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
• Strong relationship management skills with ability to influence and get buy-in from people not under direct supervision & to work with individuals in diverse geographical and cultural settings
• Good strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment
• Good technical writing skills
• Presentation, facilitation, training, mentoring, and coaching skills
• Proactive, resourceful and results-oriented
Preferred Qualifications
• Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
Required/Desired Foreign Language
• English fluency, including excellent oral and written skills, required.
Required Travel: Must be willing to travel up to 30- 40% to provide field level technical support and mentorship
