Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of  Vulnerability Analysis and Mapping Officer (Household Targeting and Prioritization) SC8 to be based in Kampala. The selected candidate will be employed on Service Contract

ORGANIZATIONAL CONTEXT

WFP aims to explore the introduction of household targeting of general food assistance (GFA) in the refugee response. It is envisioned that, if appropriate, the current uniform provision to food assistance could be transitioned to an approach where each households’ vulnerability level determine its level of assistance. The transition to a more refined needs-based approach will be building on the 2019 Vulnerability and Essential Needs Assessment and will require substantial consensus-building with the Assessment Technical Working Group (ATWG), UNHCR, and the Government of UgandaWFP aims to explore the introduction of household targeting of general food assistance (GFA) in the refugee response. JOB PURPOSE

To contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

KEY ACCOUNTABILITIES (not all-inclusive)

  • Directly responsible for the management of the Household Targeting and Prioritization work stream
  • Complete all stages of the 2019 Vulnerability and Essential Needs Assessment, including a second report.
  • Produce a prioritization framework for GFA that is mutually agreed between WFP, UNHCR and ATWG members.
  • Perform statistical analysis in support of the production of the GFA prioritization framework.
  • Manage the consultations with Assessment Technical Working Group, UNHCR, and the Government of Uganda around the GFA prioritization framework.
  • Draft documentation, briefing papers, technical papers, analysis reports, presentations and other materials for the targeting and prioritization work stream, for internal and external audiences.

KEY ACCOUNTABILITIES CONTINUED

  • Support partners, upon request, to target and prioritize and beneficiary selection.
  • Provide support to the Crisis Response team and field staff on the transition to a targeted provision of assistance
  • Advocate for and follow-up on supplementary data collection and analysis required for the profiling project, including new baselines and end-line studies, and propose changes to the Food Security Monitoring System (as may be necessary to track the food security situation of household in different vulnerability categories)
  • Support the AMEL unit to achieve its work plans
  • Perform other duties, as required

STANDARD MINIMUM QUALIFICATIONS

  • University degree in one or more of the following disciplines: economics, statistics, development studies or other field relevant to analytical work related to international humanitarian assistance
  • Excellent skills in written and verbal communication, in English.
  • Excellent skills in consensus-building, facilitation and negotiation, including cross-organizational negotiations.
  • Excellent quantitative analysis and statistical skills, including with SPSS. Advanced Excel skills is required.
  • Minimum 3 years of relevant experience in managing inter-organizational dynamics and food security and livelihoods analysis
  • Availability and willingness to conduct frequent field missions as required across the country
  • Strong project management skills, self-drive, independence, team working skills and inter-personal skills
