Caritas Moroto Diocese is a development organization founded in 1981 working with communities in Karamoja to increase their standards of living as well as improve food security and livelihood sustainability. As a development arm of the Diocese, its scope of operation spans across the districts under Moroto Diocese namely: – Moroto, Napak, Nakapiripirit and Amudat Districts.

The vision of Caritas Moroto is to have a peaceful, dignified and self-reliant community in Moroto Diocese and its mission is to form and strengthen the capacity of resource-poor homesteads to ensure sustainable livelihoods and human development guided by love, respect and commitment. True to its vision and mission, Caritas Moroto Diocese implements a number of projects in the areas of livelihoods, justice and peace, land, natural resource management, climate resilience, Water, Sanitation & Hygiene. In consortiaum with Catholic Relief Services – United States Conference of Catholic Bishops (CRS), Caritas Kotido Diocese and The Institute for International Cooperation and Development (C&D) and five other technical partners, Caritas Moroto Diocese is implementing a new five-year (October 2017 – September 2022) Development Food Security Activities (DFSA) Programme entitled “Nuyok” meaning “it is ours”. Caritas Moroto Diocese will be working through government, community and private-sector systems and structures in implementing the Nuyok project in the districts of Napak and Nakapiripirit.
To ensure quality programming, proper implementation and coordination of the DFSA Nuyok program and other program, Caritas Moroto Diocese wishes to recruit competent, self-motivated and experienced candidates to fill the position as below: .

Position Title: WASH Program Manager
Reports to: Nuyok Activity Coordinator
Duty Station: Iriir Field Office Napak District

Job Purpose:
The WASH program manager will be responsible for coordination; ensuring effective implementation and monitoring of WASH intervention through effective modalities at mainly the community and district level in the aforementioned districts. He/ she will be the focal point person for the WASH program interventions, and will collaborate with the Nutrition program manager and other purpose program managers with support from the Nuyok Program Coordinator.

Duties and Responsibilities.
Technical and Liaison
• Provide technical support to routine WASH activities especially during the community’s uptake of CLTS and latrine construction to move up the sanitation ladder
• Represent Caritas Moroto Diocese program in collaboration of the rest of the Nuyok team, to the district water and health departments, and donor agencies, to ensure all program activities are carried out with their agreement and, as far as possible, their participation.
• Initiate, plan and provide training on personal hygiene, water storage and handling and hand washing.
• Identify gaps in the WASH interventions in the communities and schools, and develop feasible strategies to address these gaps
• Create networking and partnership with relevant partners operating within the district level to enhance WASH behavioral Change promotion.
• Establish and coordinate linkages among other purpose of Nuyok program according to the plan to ensure efficient and coordinated layering of interventions at the community Communication/Reporting, Supervision, and Monitoring and Evaluation
• Develop work plans and reports as per reporting schedule.
• Facilitate a robust follow up through innovation and leverage support from other Nuyok purpose program’s implementation community activities
• Provide regular and timely feedback and reports to the program Manager on project implementation according to donor regulations
• In collaboration with the monitoring and evaluation manager, collect and submit accurate program data that informs programming as reported in collaboration with the WASH team
• Conducting monthly and quarterly implementation progress reviews with support from the MEAL manager
• In collaboration with the Caritas Moroto diocese head office and the district level stakeholders, organize for higher level donor visits to the implementation locations

Budgets and accountabilities
• Effectively and efficiently manage the budget ensuring expenses are appropriate and incurred according to payment requests raised.
• Ensure and maintain accurate use of budget lines according to donor regulations.
• Ensure all financial reconciliations are submitted according to organizational timelines

Preferred experience
• Bachelor’s degree in Environmental health science, Water Engineering, public health or related professional training in WASH field. Post graduate Diploma in a management field is an added advantage
• A minimum of 4 years of experience in WASH with at least 2 years in management position in a reputable organization. A background knowledge and experience in multiple WASH approaches including Sanitation marketing, Home improvement campaign (or UMOJA) and CHAST is preferred.
• Prior experience in working with local government and local communities.
• Good supervisory, training and mentoring skills.
• Good organizational and time management skills
• Ability to work with little or no supervision.
• Excellent communication skills
• Keen attention to detail, ability to follow procedures and meet deadlines and work cooperatively with team members.
• Excellent computer skills.
• Proven skills in riding a motorcycle and possession of a valid riding license or willingness to acquire.
