Job Description
The Zonal OVC Manager will work closely with the HIV Advisor and zonal teams to coordinate and operationalize capacity development action plans for National Partners and OVC service delivery targets to meet the dual program objectives. S/he will oversee implementation of technical capacity development for National Partners while also supporting district systems strengthening efforts under ICYD. These will include operationalizing GOU priorities for roll out of the National Child Policy as part of the GOUs vision for a multi sectoral approach to data driven planning, financing, coordinating, delivering and monitoring OVC service delivery. S/he will ensure capacity development benchmarks are achieved and bottlenecks/challenges to achieving OVC service delivery targets are resolved across her/his zone. S/he will oversee coordination and support for institutionalization of the coordination case management system, a key pillar of the NCP. Within the framework and dual objectives of local partner technical capacity development and systems strengthening, s/he will draw on and coordinate with the OVC and education technical, program, and M&E teams and local partner capacity development focal leads to ensure full integration and coordination of TA support at district level, working closely with the Senior Zone Director.
Major Responsibilities:
• Oversee and support institutional development across ICYD national partners and local government partners in tandem with Head Office Institutional Development Team.
• Support local partner capacity development assessment and actions plans
• Ensure coordination across zonal technical, finance/ops and program capacity development and OVC service delivery teams for coordinated and integrated TA to National Partners.
• Provide strategic input from technical teams on best ways to leverage and
• promote joint TA on M&E, finance, and other capacity development TA with National Partners and local government (LGs)
• Oversee and support coordinated TA to LGs to operationalize key pillars of the NCP, including institutionalization of case management and coordination referral pathways across clinics, schools, and communities
Job Specifications:
• Minimum undergraduate degree.
• At least 3 years of relevant experience in designing and facilitating systems strengthening of local government and capacity development of NGOs, preferably under PEPFAR/USAID programs
• Knowledge of key LG and NGO actors in the Zone.
• Good understanding of both finance and program operations.
• Good understanding of and capacity to analyse quantitative data
• Excellent interpersonal and communication skills.
• Solid skills in English writing skills.
• Ability to work independently, multi-task and take initiative.
• Strong leadership capabilities and demonstrated interest in learning new skills.
