Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in either Environment Management; or Environmental Science; or Environmental Engineering; or Conservation Biology plus a Masters Degree in Environment; or Social Sciences; or Public Administration; or Management from a recognized University /Institution. OR An Honours Bachelor’s Degree in Social Sciences; or Social Work and Social Administration; or Development Studies; or Counselling and Guidance plus a Masters Degree in any of the above fields as well as a Post Graduate qualification in an environment related field from a recognized University /Institution. OR An Honours Bachelor’s Degree in Social Sciences; or Social Work and Social Administration; or Development Studies; or Counselling and Guidance plus a Masters Degree in Environment field from a recognized University /Institution.

Working Experience
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at the level of Principal Officer in Environment; or Social Safeguards; or Health and Safety in Government or equivalent level of experience from a reputable organization.

Duties
The incumbent will be responsible to the Permanent Secretary for performing the following duties:-
1. Coordinating and monitoring the implementation of Policies, Laws, Regulations, Programmes and Guidelines for Environment, Health, Safety and Social safeguards in the Ministry;
2. Providing technical and policy guidance to the Ministry in the management of environment, social safeguards, health and safety issues;
3. Coordinating the development, update and management of environment, social safeguards, health and safety systems;
4. Planning and coordinating the development of environment and social assessment plans, strategies and tools;
5. Initiating the development and implementation of Health, Safety, Social Safeguards; Environment Standards and Procedures in the Minerals, Petroleum and Energy programmes;
6. Developing work plans, budgets, managing and accounting for resources allocated to the Division;
7. Providing input into the initiation and review of the National Policies, Regulations, Standards, Strategies, Guidelines and Plans regarding environment, social safeguards, health and safety;
8. Supervising, appraising and capacity building of the staff within the Division.
9. Preparing environmental, social safeguard, health and safety reports in the Minerals, Petroleum and Energy programmes;
10. Coordinating investigations to identify the root cause of an incident or other unsafe conditions on a work site;
11. Any other duties as may be assigned from time to time.
