Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Electrical Engineering; or Power Engineering; or Power Systems Engineering; plus a Masters Degree in Electrical Engineering; or Power Engineering; or Power Systems Engineering; or Renewable Energy; or Power Economics and Management from a recognized University /Institution. Applicants should be registered with the Engineers’ Registration Board (ERB)

Working Experience
Applicants should have a minimum of nine (9) years relevant working experience, three (3) of which should have been served at the level of Principal Energy Officer in Government or equivalent level of relevant experience from a reputable organization.

Duties
The incumbent will be responsible to the Commissioner, Rural Electrification for performing the following duties:-
1. Managing the implementation of the Electricity Connections Policy;
2. Coordinating the development of Guidelines for increasing access to electricity in rural areas;
3. Coordinating studies aimed at establishing the need and methods of increasing access to electricity;
4. Coordinating implementation of initiatives for increasing electricity access in rural areas;
5. Reviewing and approving the specifications for required procurements.
6. Coordinating technical supervision of intensification, densification and connections implemented by Service Providers so as to ensure compliance with specifications and standards;
7. Coordinating, monitoring and evaluating intensification, densification and connections implemented by Service Providers;
8. Coordinating compliance with environment and social safeguards during implementation of intensification and densification initiatives;
9. Coordinating the implementation of Government obligations in the Lease, Operation, Maintenance and Implementation Agreements and monitoring performance of Service Providers;
10. Preparing annual budgets, work plans and periodic reports for the Division;
11. Undertaking capacity building and performance management of staff in the Division;
12. Liaising with stakeholders in the implementation of intensification, densification and connection initiatives;
13. Any other duties as may be assigned from time to time.

In line with Statutory Instrument No. 29 of 2021 on mainstreaming the Rural Electrification Agency (REA) Staff, the Common Cadre positions under Accounts Unit and Internal Audit have been reflected under the Ministry of Energy and Mineral Development. At the time of issuing Instruments of Appointment, such Staff shall be reflected under the respective Common Cadre Parent Ministries in line with the existing Policies and Procedures.
