Procedures and Eligibility

This position is open to applications from Group 1, Group 2 and all external candidates, provided that requirements regarding professional experience, academic qualifications, language, etc. are fulfilled.

To The Attention Of External Candidates

External candidates must be legally present in Uganda at the time of application, recruitment and hire. Non-Ugandan citizens are required to submit a valid Ugandan residence permit to be considered.

Duties And Qualifications

Identify/ Map out stateless persons:

Support the Government in conducting assessments on the scale of statelessness through participatory assessment (numbers, geographical spread, etc.)

Understand the profile of the population that is affected by statelessness (demographic composition, including data disaggregated by sex and age);

Determine causes, obstacles, and solutions to statelessness (gaps in legislation, administrative practice, etc.) and identify protection issues faced by the population.

Prevention Activities

Promote accession to 1961 Convention on the Reduction of Statelessness

Advocate and provide technical advice on nationality legislation.

Advocate for improved birth registration and documentation

Build capacity of the Government on statelessness, domestic and international laws with the focus on nationality laws.

Work with academic institutions to introduce curriculum on statelessness

Reduction Activities

Work with the Government and Partners to conduct regular outreaches to stateless communities and those at risk of statelessness.

Provide legal counselling to stateless communities.

Advocate for changes to the law and policy to allow for inclusion of stateless/at risk population

Advocate for facilitated naturalization and durable solutions for stateless refugees.

Protection Activities

Ensure enjoyment of basic human rights by stateless persons

Advocate and provide technical advice for establishing improving status determination procedures for stateless persons

Advocate for adequate legislation and effective administrative practices to ensure rights of stateless persons

Advocate for integration of stateless persons/former stateless people into development programmes

Promote the IBelong Campaign to create awareness on statelessness

Qualifications And Experience

Education

University Degree in Law is required

Working experience

Minimum of 10 years of relevant work experience is required

Experience In Conducting Participatory Assessments Is Required

Extensive experience on Statelessness and citizenship law is required

Extensive knowledge of domestic and international laws, with a particular focus on statelessness and nationality laws is required

Solid experience in coordinating stakeholders including Government, UN Agencies, and civil society is required

Ability to analyse nationality and civil registration laws and procedures is required

Ability to operate in complex political situations is required

Sound knowledge of Gender, age and diversity approach is required

Good Drafting Skills Is Required

Excellent communication and drafting skills is required

Desirable

Professionalism and knowledge of the statelessness in Uganda is desirable.

PR-Statelessness- Doctrinal issues on nationality and statelessness;

PR-Statelessness- Principles and Procedures, operational arrangements/assistance Legal Standards on Statelessness;

LE-Legal Research;

LE-International Law;

Language Requirements

For International Professional and Field Service jobs: Knowledge of English and UN working language of the duty station if not English.

For National Professional jobs: Knowledge of English and UN working language of the duty station if not English and local language.

For General Service jobs: Knowledge of English and/or UN working language of the duty station if not English.
