Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Economics; or Engineering; or Law; or Social Sciences; or Business Administration (Management option) plus a Masters Degree in Maritime Affairs; or Business Administration; or any other related Management field plus a Post Graduate Diploma in a Transport related field from a recognized University/Institution. Registration with a recognized professional body or a professional membership of a recognized Institute of transport will be an added advantage.

Working Experience
Applicants should have a minimum of twelve (12) years relevant working experience, three (3) of which should have been served at the level of Assistant Commissioner, Transport in Government or equivalent level of experience from a reputable Organization. Applicants should be conversant with National, Regional and International Transport Legislation and should have well developed interpersonal relations.

Duties
The incumbent will be responsible to the Director, Transport for performing the following duties:-
1. Initiating and developing policies and strategies to promote safety of water transport;
Formulating and reviewing water transport legislation;
3. Monitoring and advising on effective enforcement of water and railway transport legislation;
4. Coordinating public sensitization programmes about safety and discipline in water transport services;
5. Carrying out budget management and control of marine department through budgetary figures for capital and future expenditure participating in procurement matters;
6. Managing and supervising maritime technical staff on all matters pertaining to the successful operation of the Maritime Department;
7. Participating in the development of international conventions through participation at the programmed meetings of the international and regional bodies and liaising with other administrations on shipping matters;
8. In-charge of the development and running of a Marine Training Institute;
9. Ensuring all the Port State and Flag State duties are performed;
10. Vessel and Crews Registrar for the maritime sector in Uganda;
11. Seeking for alternative revenue sources like statutory issuance of certificates, licensing and registration of vessels;
12. Overseeing effective coordination and implementation of regional programs, projects and initiatives aimed at development of water transport;
13. In-charge of the search and rescue activities;
14. Overseeing and monitoring the safety and environment inspections for the ships construction and repair activities in Uganda;
15. Managing Department staff and assets;
16. Any other duties as may be assigned from time to time.
