About US:

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.

Job Summary:

The Community-Based Protection Associate is a member of the Protection Unit in a Country Operation and may report to the Protection Officer, Community-Based Protection Officer, or another more senior staff member in the Protection Unit. Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Community-Based Protection Associate works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent may have direct supervisory responsibility for part of the protection and/or support staff and supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role the Community-Based Protection Associate is required to spend a substantial percentage of her/his time working outside the office, building and maintaining networks within communities of persons of concern. The development and maintenance of constructive relationships with persons of concern that measurably impact and enhance protection planning, programming and results forms the core of the work of the Community-Based Protection Associate. The incumbent also supports the designing of a community-based protection strategy by ensuring that it is based on consultation with persons of concern.

Key Duties and Responsibilities:

  • Act as focal point for the Regional Peace-building Programme for South Sudanese Refugee Youth in the area of operation.
  • Coordinate and/ or undertake mapping of ongoing peacebuilding and youth activities [including technical and vocational training and training (TVET), education, child protection, community-based protection, mental health and psychosocial support] and assessment of gaps with support of the Regional Bureau Team.
  • Coordinate and/or undertake mapping of South Sudanese refugee youth groups, while ensuring a representation of a diverse mix of gender, ethnic groups and clans / sub-clans, and educational achievement.
  • Ensure coordination of the Programme with other activities for youth at field level, and identify synergies and potential partnerships with other actors on the ground
  • Supervise the day-to-day activities of the Mentor Trainers (MTs) who are engaged through the Programme, including monitoring work plans and performance
  • Coordinate recruitment of refugee youth peacebuilder trainees with the MTs, including leading efforts to include and incorporate out-of-school, non-elite female and male youth
  • Facilitate assessment and evaluation work for the Programme, including longitudinal study conducted by partner institution
  • Support the oversight of the Youth Peacebuilding Project fund and activities under the Programme
  • Serve as an advocate for the Programme, both internally within UNHCR and externally
  • Support community-based structures and youth groups to develop and implement community-led initiatives for youth empowerment and peacebuilding
  • Perform other related duties as required

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations High Commissioner for Refugees (UNHCR) Community Based Protection Associate job opportunity should have completed a High school diploma. Required.
  • At least six years of previous job experience relevant to the function is required.
  • Computer Literacy (MS Office, including Excel, Word, PowerPoint, Access) is required.
  • Knowledge of English is required.
  • Completion of certificates in Training/certificate in International Development, Cultural Studies, Human Rights, International Social Work, Social Science, Political Science, Anthropology, International Law or other clearly related disciplines is desirable.
  • Knowledge of Administrative/financial rules, procedures, processes in the context of UNHCR offices and Field operations is desirable.
