Back ground

World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with these beneficiaries. Due to expansion in scope of our programmes, we are now seeking for a qualified and passionate individual willing to share in our vision and join the team in the following roles.
Position: Compliance Officer – ECHO Project
Report to: Finance Manager
Location: Arua District
Advert Start Date: 16th May 2022
Advert End Date: 24th May 2022

Purpose of the position:
To make sure World Vision Uganda country office and field offices are conducting their business in full compliance with World Vision partnership standards, donors and local statutory requirements. The compliance officer is responsible for developing compliance programs, conducting a review and advising management on possible risks.

Key Outputs/Responsibilities.
Compliance to donor and organization policies & procedures: Develop and implement an effective risk, control and compliance system.
• Develop and implement an effective risk, control and compliance system
100% implementation of the World Vision’s finance manual through compliance to policies& procedures.
• 100% compliance on monthly financial reporting, budget monitoring.
• 100% compliance check on Ugandan tax and other statutory requirements.
• With support from Response Finance Manager, ensure capacity building and ensure Projects/grants are managed in compliance with donor requirements.
Risk management:
• Perform the critical function of independent financial verification on wide range of field Activities including but not limited to various meetings, trainings, distribution of Supplies, constructions, teachers payments, community investments, World Vision Uganda Assets among others.
• 100% Reviews for all field offices. I.e. Payments, Vehicles log books, Fuel consumption staff and teachers hiring records and attendance / verification reports.
Verification of all procurements carried out in the field offices to ensure that they comply with World Vision’s procurement guidelines.
• Share & follow up on audit findings across field offices.
• Support internal and external audits for all field offices.
• Donor compliance is achieved including audit support; on site, verification and data quality via field visits.
Partners Support
• Provides mentoring and monitoring support to World Vision partners in coordination with program teams.
• 100% verification of expenses reported by partners.
Verification of partner’s/donors agreements for Staffing, vendors and service providers.
• Verification of procurements carried out by partners
• Capacity Building of the partners for documentations, internal controls and reporting.
Assets and inventory management
• Responsible for capturing child well-being indicators related to WASH projects in the region.
• Performs Quarterly verification of assets and inventory lists for completeness and existence following the Organization’s inventory management policy
• 100% compliance to organization’s inventory management policy
• Carry out spot checks on assets and inventory in the Stores for completeness of records.

Qualifications: Education/Knowledge/Technical Skills and Experience
A degree in Business Administration / Commerce-with accounting option from a recognized University. Partial professional qualification in ACCA, CPA, CA, CIA or CMA or equivalent.
• Minimum of 2 years’ professional work experience in accounting, preferable with NGO
• Knowledge of various Donor rules and regulations, systems and procedures and local government financial processes. Experience with managing other major international donor funds and working with an international non-profit/non-governmental organization (NGO) preferred
• Track record demonstrating high integrity, innovativeness, creativity, reliability and dependable
Excellent understanding of Uganda Tax and Statutory requirements
• Extensive Computer knowledge in Microsoft Excel, Vision Excel, Word, PowerPoint, SUN Accounting and Access is required.
• Must possess good communication skills and be courteous in working with communities.
• Team player, Self-motivator, able to work with limited supervision
• Excellent spoken and written command of English.
