EGPAF is a consortium partner for USAID’s funded Uganda Health Activity (UHA) which aims at helping to improve overall health system resilience and to increase the survival and well-being of vulnerable populations in USAID Uganda priority districts. To support the implementation of USAID UHA, EGPAF is seeking qualified candidates for the position of:

How will you fight for an AIDS-free generation?
The Data Analyst performs under the leadership of the community health department head. The incumbent will provide direct support to Mbarara Regional Referral Hospital Community Health department’s work on disease surveillance in data management processes: planning for data collection, collation, aggregation, analysis, visualization, interpretation, and use. Working closely with the RPHEOC staff, the Data Analyst will work towards coordinated and efficient efforts for an improved and functional surveillance system by providing overall technical direction.

No two days are alike at EGPAF, but what can you expect in this role?
Collects, triages, and processes public health threats-related information from the region.
• Monitors indicator-based surveillance (DHIS2/M-track) data and produces weekly epidemiological situation reports highlighting areas with epidemic potential.
• Works collaboratively with the epidemiologist to maintain and update the electronic IDSR (eIDSR) system and supports the service providers or responders to post activity information and alerts through the elDSR.
• Works collaboratively with the epidemiologist to conduct Event-Based Surveillance (EBS).
• Designs and implements efficient monitoring and evaluation system, including tracking progress towards achievement of the RPHEOC objectives.
• Supports all data management and reporting processes of the Regional Public Health Emergency Operation Centre (RPHEOC).
• Generates and communicates Geographic Information System (GIS) data requests to the RPHEOC and IMT.
• Works collaboratively with the RPHEOC staff to build the capacity of Ankole region biostatisticians in surveillance data management.
• Updates and ensures availability of data management and reporting SOPs for both events and indicator-based surveillance data.
• Routinely conducts data cleaning and validation for both events and indicator-based surveillance data.
• Mentor and train VHTs and CHWs that support the collection and reporting of community health data in indicator understanding and data quality standards.
• Support data use at the RRH, this will mainly relate to providing performance analytics during performance review meetings and on an ADHOC basis.
• Track and follow up to ensure timely and complete routine reporting of critical ICCM reports.
• Collects, triages, and processes outbreak-related information from the region.
• Works collaboratively with the RPHEOC Laboratory and Logistics officer in tracking highly pathogenic samples through the National Specimen Transportation and Referral Network.
• Maintains a current common operating picture of all incidents/outbreaks.
• Works collaboratively with the RPHEOC Laboratory and Logistics officer in relaying results to requesting clinicians and epidemiologists.
• Serves as the primary point of contact for information management and communication within the RPHEOC.
• Monitors and gathers real-time information from various sources, including government agencies, healthcare facilities, and public health organizations to inform RPHEOC strategies and activities.
• Manages the RPHEOC’s communication systems and works with RPHEOC to disseminate information to internal and external stakeholders.
• Creates situational reports, updates, and alerts for decision-makers and the RPHEOC.
• Coordinates with public information officers to ensure accurate and timely release of public health messages.
• Carry out any other duties reasonably assigned by the Supervisor.

To be successful, you will have:
• Bachelor’s degree in statistics, demography, population studies, epidemiology, health informatics, and a formal qualification in data management.
• Minimum of at least 4 years of experience in designing databases, data management, and implementation of monitoring, and evaluation for donor-funded programs.
• Knowledge of common Statistical analysis and database management packages MS Access, MS Excel, STATA, SPSS, EPiDATA, GIS, and MYSQL.
• Thorough familiarity with the Uganda MOH HMIS and using the DHSI2 system.
• Knowledge of using Geographic Information Systems (GIS) to generate, analyse, and communicate spatial data.
• Good analytical thinking and ability to interpret public health and epidemiological data.
• Ability to fully grasp the complexity of data management.

Required Competencies:
• Training in computer applications is required plus a good working knowledge of computers with the ability to use Microsoft Word, Excel, PowerPoint, etc.
• Excellent verbal and written communication skills in English, including the capacity to prepare and deliver formal presentations on programs and results, and have good Trainer Skills.
• Team player with good interpersonal skills and the ability to work in a diverse social and cultural environment.
• Excellent data analysis skills and ability to think concisely, and critically as well as distill information to lay audience.
