JOB DETAILS:

The University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005. URC’s mission is to provide innovative, evidence-based solutions to health and social challenges worldwide.
URC is bidding for the anticipated Uganda Malaria Control Project. This project will strengthen the local capacity for malaria prevention and treatment, as well as ownership of health issues at the community and household levels. This activity will seek to improve private sector engagement and strengthen the existing linkages between community health services/ community-level leadership and facilities/District Health Teams to increase the ability to prevent, detect, and treat malaria in households.
URC is seeking qualified candidates.

Roles and Responsibilities:

  • Provide oversight for financial and administrative operations for a field-based project:
  • Oversee all financial and administrative processes, including: budgeting, inventory management, logistics, fleet management, forecasting.
  • Ensure compliance with URC and USAID policies, regulations and procedures. Work with key URC staff, contractors and USAID staff to ensure full compliance with local laws. SHARES
  • Collaborate closely with technical managers and the Chief of Party to plan for expenses and to track expenditures against annual work plans and project budgets.
  • Work with the COP to ensure efficient functioning of administrative and financial processes and maintain adequate internal control.
  • Maintain and train staff on standard operating procedures manual for the project that is compliant with URC policies and procedures and country-specific laws, policies, and labor practices.
  • Work with technical and support staff to ensure smooth administrative and financial processes.
  • Support financial team to prepare complete and accurate financial reports, cash projections, wire requests with supporting documentation and approvals for on time submission.
  • Support the preparation and submission of contractual deliverables.
  • Supervise finance and administrative personnel.
  • Support the recruitment and onboarding of new staff and ensure maintenance of complete and accurate personnel files.
  • Assist COP in all logistical coordination in compliance with donor regulations and company policies and procedures.

Minimum Qualifications:

  • Masters Level Degree in Accountancy, Business Administration, Finance or other relevant field, or a bachelors and closely related equivalent experience.
  • 10 years’ or more experience in financial management of large international projects.
  • 10 years’ or more experience leading and managing the financial and administrative aspects of large multi-partner USAID projects.
  • Knowledge of and experience applying relevant USG financial and administrative rules and regulations.
  • Experience overseeing financial activities, human resources, knowledge in subcontracting, and sub recipient procedures; and project management, including procurement, budget development, accounting, and grants management as it pertains to the overarching project.
  • Proven success working in team environment with program staff on a multi-site project.
  • Proficiency in MS Excel, Word, PowerPoint and Access plus working knowledge of accounting and procurement software
  • (particularly QuickBooks) is preferable.
  • Knowledge and/or experience with public health programs, in developing countries.
