Job Description


Position: Director Technical Services
Reports to: Project Director
Supervises: Technical Advisors: HIV/TB, PMTCT & Nutrition, Malaria & Child Survival, CQI, BCC &
Community, Gender, Youth& Social Inclusion.
Location: Eastern Uganda – Karamoja

Background
The African Network for the Care of Children Affected by HIV/AIDS (ANECCA) is a network of clinicians and social scientists across Africa working to improve the quality of health care services for women, children, adolescents, young adults and their families in Africa by strengthening the RMNCAHN platform. ANECCA is a registered NGO in Uganda with strong collaboration with Ministry of Health and other institutions. The vision of ANECCA is healthy women, children, and adolescents in Africa; its mission is to improve quality health and HIV services for children and adolescents; with core values of Caring, Accountable, Respect, Excellence, Simplicity.

About the Project
ANECCA is responding to a Request for Applications (RFA) by USAID for a proposed transition award under Regional Health Integration to Enhance Services in Eastern Uganda (RHITES-E). If awarded, ANECCA will support the implementation of a district-based integrated package of quality HIV/AIDS and TB services to contribute to significant, measurable, and sustainable impact on the beneficiary population in five districts in the Karamoja sub-region of Eastern Uganda including: Abim, Kaabong, Karenga, Kotido and Moroto. The activity will support provision of comprehensive technical support, mentorship and facilitate targeted service delivery at both community and facility level. ANECCA will focus on improving the quality of integrated HIV and TB health services, working towards attaining the HIV 95-95-95 targets across all age bands and improving TB case detection, treatment and prevention services.

Job Purpose:
The Director Technical Services is responsible for providing high level strategic leadership, guidance, oversight and supervision of the design, implementation, monitoring of project-supported high quality, high-impact interventions to support delivery of HIV prevention, care & treatment; Malaria; Tuberculosis (TB); Maternal, Newborn and Child Health; Family Planning; and Nutrition services in the project districts. S/he will directly assist the Project Director in the documentation of implementationand impact of these interventions. S/he will have relevant technical expertise and experience; solid professional reputation; and program management expertise. S/he will mentor and supervise a team of other senior level teams who manage the different program components. He/she he will support the Project Director in project management functions including representation at USAID, Ministry of Health and Districts. He/she will also support the Project Director to supervise and monitor other departments including Community Systems, Monitoring, Evaluating and learning, Health Systems Strengthening Finance and Operations. These responsibilities fall into two categories: Technical support and oversight and management
support:
Technical Responsibilities:
• Take lead in the rapidly evolving design, implementation and tracking of HIV, TB, Malaria, RMNCH, FP and Nutrition program interventions and activities, using a Collaboration, Learning and Adaptation (CLA) approach as well as ensuring adherence to relevant national policies and guidelines;
• Supervise and provide ongoing strategic leadership and technical guidance to the project HIV/TB and Family Health (Malaria, RMNCH, Family Planning and Nutrition) teams to effectively provide program implementation support to cluster, district and healthcare facility-based teams
• Working closely with other Directors and teams, design and lead technical understanding of initiatives to strengthen capacity of districts, healthcare facilities and respective communities to deliver high quality, high impact health interventions and services;
• Ensure the project’s HIV, TB, Malaria, RMNCH, FP and Nutrition activities are informed by evidence, are well-coordinated and demonstrate clear direction towards district, Government of Uganda and USAID performance targets;
• Oversee and ensure appropriate technical support is provided by the project to cluster and district teams, including DHMTs, to in-turn effectively support service provider teams at facilities and in communities to deliver quality HIV, TB, Malaria, RMNCH, FP and Nutrition services;
• Closely work with other project senior, mid-level management and field teams as well as district and service provider teams to routinely use QI methods to address service delivery performance gaps;
• Actively be involved in engagement meetings and fora at MOH (including participating in relevant National TWGs) and USAID as may be required, including effectively representing the USAID RHITES-EC and preparing and making high quality presentations in these engagements;
• Prepare and present routine and periodic program reports, as may be required

Oversight and Management responsibilities.
• Supervise and appraise assigned staff.
• Support the Project Director in budget tracking, review and approval of requests, purchases and reports.
• Coordinate with key project counterparts including USAID, MOH, districts, URC home office staff
• and Implementing Partners in RHIES-EC region.
• Contribute to the development of annual work plan, reports and other deliverables to USAID.
• Coordinate development of knowledge management products including success stories,
• technical briefs and abstracts for national and international conferences.
• Perform all responsibilities for COP when he is away on annual leave or other engagements as requested, including oversight for other departments
• Participate in business development activities.
• Perform any other responsibilities assigned by supervisor.

Required Experience and Qualifications:
• A Bachelor’s degree in medicine;
• A Post-graduate qualification in Medicine or Public Health, or another relevant field;
• At least 10 years of professional working experience in strengthening service delivery systems in HIV, TB, RMNCH, FP, Malaria, and or nutrition programs in Uganda, ideally working closely with central and district local governments to design, implement and monitor related public health interventions;
• Broad knowledge and understanding of the Ugandan health care system, particularly the public health system (district health services) and good knowledge of relevant community support structures.

Other desired attributes:
Experience with USAID, PEPFAR and or other donor projects; experience collaborating and developing partnerships with Ministries of Health/National Programs, District Local Governments, donors, NGOs, and/or other stakeholders on HIV/TB and/or RMNCH initiatives in alignment with national strategic plans; experience working within Uganda is strongly preferred; Experience in managing quality improvement interventions and technical/institutional capacity building programs; and Excellent written and oral communication skills.
