Our RSA approach to work is crafted to contribute to the greater global need of covering the available gaps in quality data and knowledge existing within the SDGs indicator metrics measurement models.

We are looking for highly motivated and results oriented individuals to join our team, who will support the realization of the strategic goals and overall organization growth.

Job Description
DIU is looking for a highly competent Evaluation Officer, who serves as a data analytics and insights expert, collectively working with DIU staff and partners to achieve our RSA. The role is focused on management of enormous volumes of research data streaming from multiple sources, and providing data-driven insights to relevant partner organizations and stakeholders. In this position, the Evaluation Officer takes lead in ensuring the most appropriate data warehousing, investigation, research, data management and reporting, as well as provision of dashboard solutions to DIU staff and partner organizations.
The Officer takes lead in programming and building predictive and data mining models and algorithms using appropriate code language like XML Macro, C++, Python, Java or R, with an overall objective to facilitate DIU’s RSA model. With tenacity, he/she dives strongly into various datasets to uncover insights, formulate and test ideas to help bring out the understanding of data trends – helping DIU and partners to take suitable and viable courses of action. The incumbent is a specialist in parsing and blending data toward generating knowledge and insights for development and life transformation.

Roles and Responsibilities
• Planning Evaluation Studies / Evaluations / Research /Surveys – Works with the partners and DIU in planning and organizing relevant surveys and studies. Ensuring that all data collection teams have the necessary resources across all operative work sites.
• Data tools / technology reviews – Ensures seamless and real time inflow of data collected from multiple field sites and from large numbers of contractors. Working with relevant evaluation officers in ensuring that all data analysis plans and tools are in place and well updated. He or she regularly audits system data to guarantee compliance, accuracy and duplication management. He/she ensures DIU and partners are using the best technology and application in furthering DIU’s RSA model.

• Process Improvement / Advisory – The Evaluation Officer identifies opportunities to improve data management and reporting processes leveraging technology software and applications (e.g. Alteryx, Tableau, SurveyCTO or related)
• Data Quality Checks – Perform extensive data validation and quality assurance analysis within a variety of data sources, extracting knowledge and actionable information while taking lead on building proactive data validation automation to catch data integrity issues.
• Data analysis and Modeling – Use Alteryx, Python, R or related applications to design and flesh out data mining and prediction models for use in regular and/or automated reporting and analysis. Having in mind the space and time to further explore machine learning and data mining opportunities aimed at drawing insights that will aid the organization in developing suitable courses of action over time.
• Data patterns and visuals – Build tabular and/or visualization reports as needed. Identifying, analyzing and interpreting data trends for our partners’ organizations mult-dimensional data sets. Evaluates operations for inefficiencies and identifies areas where to create, automate, and develop tools that will change the narrative for the better.

• Qualifications and Skills
• Degrees in Statistics, Computer Sciences, and Computer Engineering, not a requirement but favorable.
• Minimum of 2 years’ experience in applied statistics and data management

• Required to have programming skills in any of the following: XML Macro, C++, Python, Java, R
• Required to have data analysis skills using statistical software (e.g., STATA, EpiInfo, STATA, EpiInfo)
• Experience with Alteryx, GIS tools, and AI Development Platforms is an added advantage
