Job Description


Windle International Uganda (WIU) is a registered INGO whose mission is to promote peace and development in communities through provision and coordination of Education and training for Refugees and people affected by conflict.
Windle International Uganda is the lead partner of UNHCR in implementing Education Projects in Uganda with close collaboration with the Government of Uganda through the Office of the Prime Minister. With funding from UNHCR, WIU seeks to recruit a suitably qualified person for the following position:

Position: Engineering Officer
Reports To: Program Engineer
Location: Field Based

Overall Purpose And Scope Of The Job:
The Engineering Officer with support from the Program Engineer, will ensure seamless implementation of civil and other engineering works by providing key supervision to contractors and preparing progress reports during the course of and after the completion of said works.
He/She will also oversee the certification of completed works to ensure that they meet the standards of the district, the donor and other stakeholders.

Key Duties And Responsibilities:
• Ensure quality work done as in the signed BOQs (Bills of Quantities).
• Ensure safety on site in line with the OSH (Organizational Safety and Health) Standards.
• Draw up and follow a schedule for regular site visits and monitoring of progress
• Ensure that materials, construction standards and site practices are satisfactory
• Checks for component clashes o Prepare Health and Safety reports
• Supervise on site tests and keeping records
• Compiling on site records of activities, conditions & resources
• Compile site diaries and monitor sub-contractor attendance and day works
• • Inspect finished work, prepare schedules of, and supervise, remedial works and provide certification of standards of work.
• Record and report outcomes to the Program Engineer and Contracts Administrator
• Provide technical guidance during bid selection when called upon
• Draw up accurate BOQs when called upon.

• Meet with Contractors when called upon to review addendums where necessary.
• Develop drawings and designs for all facilities in collaboration with the procured contractor;
• Develop bill of quantities (BOQs) for the renovation/refurbishment and/or construction of selected correctional infrastructure and health facilities;
• Supervise the renovation work across selected facilities to be refurbished.
• Highlighting potential specification design issues for comments before they affect construction and programme
• Supervise renovation works across selected sites to be refurbished.
• Agree joint quality control procedures with the constructor/contractor in accordance with Client’s Requirements and audit such procedures and records to ensure that quality control inspections are effective and efficient
• Identify work to be done and, subject to the prior approval of the Contract Administrator
• Undertake a trouble-shooting role, in consultation with the Contract Administrator, regarding the investigation of defects and the organisation and direction of remedial works
• Maintain a critical but constructive relationship with the contractor’s supervisory staff
• Monitoring construction progress and quality of work.
• Check that progress is maintained according to programme and advise on any likely cause for delay
• Where approval samples are available, compare work carried out against samples and ensure that it’s consistent with the original
• Compose records of the works; index and file all drawings and correspondence
• Liaise with visiting inspectors (e.g. District Engineers, etc.) to ensure evaluation of works and implementation of evaluation recommendations
• Any other duties relevant to the job that may be assigned.
• Relevant Qualifications and Experience:
• Diploma in Civil Engineering. A Bachelor’s degree is an added advantage.
• Two years’ related experience as clerk of works or assistant engineer monitoring constructions in remote areas, preferably with an NGO.
• A proactive person with initiative and drive, honest with a high level of integrity; a team-player with good planning skills

• Proficiency in Microsoft Excel, MS Word and Power point
• Attention to detail
• Excellent organization and coordination skills
• Must be result-oriented
• Ability to work under strict deadlines: high calibre time management competency
