MISSION/SERVICE DIMENSIONS
The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, crossborder pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometers (km) of which 296 km will be in Uganda. In Uganda the pipeline will traverse ten (10) Districts, comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai and Kyotera.
Land acquisition is a fundamental part of project development and the process is detailed in the EACOP Uganda Resettlement Action Plan (RAP). In Uganda there are approximately 3,700 Project Affected Persons (PAPs) who are being compensated for affected land and assets. Compensation is detailed in Valuation Reports approved by the Chief Government Valuer. The Project is providing additional entitlements to meet international finance standards (such as replacement house options and livelihood restoration support). EACOP is currently undertaking Entitlement Briefings and Compensation Agreement (CA) signing with PAPs, prior to payment of compensation. Compensation Agreements are prepared by the EACOP RAP contractor and reviewed and approved by EACOP prior to use in the field.
EACOP Uganda is developing its team of Entitlement & Compensation Officers. These Officers work within the EACOP Land & Social Team and are responsible for reviewing and where necessary identifying corrections to draft Compensation Agreements prepared by the RAP Contractor to ensure that they contain the correct details for each PAP in line approved valuation reports and EACOP cross-check data files. The Officers report to and are managed by the EACOP Uganda Compensation Coordinator. The positions are EACOP Kampala office based.

ACTIVITIES
EACOP Uganda Entitlement & Compensation Officers will check, fix (review and where necessary identify corrections to draft Compensation Agreements), prepared by the RAP Contractor to ensure that they contain the correct details for each PAP, including:
• PAP name and identity, including spouses where appropriate;
• EACOP PAP Reference;
• PAP location (District, Sub-County, Village);
• Valuation Assessment References;
• PAP bank account details, per EACOP bank account data files;
• Statutory compensation amounts per CGV approved Valuation Reports for affected land and assets, including structures, crops and cultural heritage assets;
Project Compensation Uplift calculations, per EACOP Uplift data files; and
• Additional Project entitlements, such as transitional support and livelihood restoration support, per EACOP entitlement data files.
The Officers will also assist in dispatch and receipt of documents to and from the field, as well as hard and soft copy filing of Compensation Agreements and related documents.
The Officers will update excel based trackers showing the status of Compensation Agreements through the preparation, signing and payment process.

CONTEXT AND ENVIRONMENT
She/he will work under the management and supervision of the EACOP Uganda Compensation Coordinator and are required to demonstrate exemplary behavior with regard to compliance and HSE rules & requirements. She/he shall be positioned in EACOP Kampala Office.
ACCOUNTABILITIES
• Ensure that PAP Compensation Agreements and related documentation are correctly prepared in line with the CGV Valuation Reports and EACOP cross-check files relating to data fields such as PAP identity and details, Project compensation uplift, additional Project entitlements and PAP bank account details.
• Update tracker files on the status of PAP documentation on a timely, systematic and accurate basis.
Undertake all activities in compliance with EACOP Uganda compliance and HSE rules and regulations.

QUALIFICATIONS AND REQUIRED EXPERIENCE
Professional Experience:
• 5 year experience in land acquisition in large scale project for experience in land acquisition and compensation processes in Uganda, including valuation reports, compensation agreements and data management.
Qualifications:
• Bachelor degree in Land Management and Valuation, Social or any related project.
Technical Competencies:
• Excellent skills and considerable experience in use of MS Word and Excel, data management, and preparation of quantitative and qualitative documents and reports relating to land acquisition and compensation agreements.

Behavioral Competencies:
• Detail oriented person, highly organised, systematic working, close attention to detail, strong team worker, ability to meet deadlines.
• High computer skills, quantitative, data management and analytical skills.
Fluent in English (speaking, writing) and knowledge of either Luganda, Runyoro or Runyankole recommended.
