Job Description


The Infectious Diseases Institute (IDI) is a Ugandan not-for- profit organization whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development. IDI has six operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research, Laboratory services (including the CAP-certified IDI Core Lab &Translational Lab), Global Health Security and Health System Strengthening.
In order to remain compliant with the national and international environmental trends and legislations, the Institute is interested in engaging an environmental management consultant to assist in the review of environmental practices and development of the Institute’s environmental policy. The Consultant will be assisted by two environmental management graduate trainees.
Overall objective of the consultancy
The Environmental Management Consultant will oversee the establishment of the environmental health and safety function of the organization and will support the establishment of an institutional policy framework for this function. In addition, the consultant will build the capacity of staff for effective implementation of all related environmental health and safety standards for all projects/interventions of IDI. The Consultant will be responsible for establishing protocols for monitoring and enforcing standards of environmental health, including disposal of medical waste, waste management, safety at work, pollution control and preventing environmental health conditions injurious to human health, among others.
The consultant will assess the extent to which environmental management policies of Government of Uganda such as the National Environment Act (2019), are followed during implementation of all IDI projects and programs, including public works activities. He/she will also assess environmental compliance or best practice requirements (including required documentation/evidence) of all key IDI funders including US government agencies (CDC, USAID, NIH, DOD etc..), UK government (Fleming Fund, MRC etc..) and the extent to which IDI is in compliance with them.

The Consultant will work closely with the Human Resources Department to ensure all staff and departments adhere to set environmental standards at all times. .

Key Duties and Responsibilities
• Facilitate development and implementation of systems and processes for environmental management under IDI, ensuring their adequacy and compliance with at all levels;
• Lead the development and implementation of an environmental health and safety policy for IDI;
• Review and strengthen existing data and databases on environmental management at IDI aimed at ensuring their adequacy for efficient and effective reporting on implementation of necessary Environmental Management Framework;
• Develop medical waste disposal and management standards and facilitate compliance by all staff and departments
• Facilitate development of ‘waste to energy’ or ‘waste to business’ opportunities for sustainable waste management at |Dl and recommend systems, responsibility and incentives for implementing them
• Develop the environment safeguards screening, reporting and other tools and forms to be used by IDI; Support the development of a simple tool/s for Environmental Social Impact Assessments (ESIAs) to be administered by staff for all IDI projects; recommend responsibility and timing/frequency of such assessments
• Lead the assessment of performance of IDI and supported health facilities on environmental compliance; develop a simple checklist for assessment of IDI project activity at initiation and at regular intervals
• Facilitate the development of mechanisms for periodic training and capacity building of staff to mainstream environmental issues and implement environmental safeguards. This will include a short orientation session for new employees and a recommendation for ongoing responsibility for such training and orientation of the relevant units Recommend a lead IDI staff who will support preparation of periodic project progress reports with adequate input on project performance on environment safeguards;
• Recommend simple, minimum best practice environment safeguards records and documentation that should be kept; recommend responsibility for creating and keeping such records
• Advise Management on strategies for strengthening implementation of Environment Safeguards measures;
• Develop simple, practical environmental compliance Key Performance indicators (KPIs) for possible adoption by IDI at the level of individual projects and at institutional level recommend responsibility and timing/frequency of such kPIs

Person Specifications
• The Consultant must be a holder of a Master’s degree in Environment and Natural Resource; Management or any other related field.
• Experience of at least 10 years in environment a management in development projects and programs
• Demonstrable experience working on environment a policy frameworks
• Experience working in partnerships with government bodies in charge of environment such as NEMA.
• Demonstrate knowledge of supporting a comprehensive and balanced approach to environmental and social safeguards management, including scoping, screening, research, risk assessment, planning, project development and implementation, monitoring and reporting.
• Experience managing mid-large sized projects is essential,
• Able to independently and effectively plan, organize, manage and evaluate important and complex projects for individual and team work
• Ability to make quick and good decisions
• Excellent communication skills (verbal and written)
• Excellent interpersonal skills, including diplomacy
• Should be able to work with minimum supervision and deliver under pressure
