Job Description


The Epidemiologist, in his/her capacity as a project manager, will provide overall technical and programmatic oversight of the GHSA CDC funded program in Uganda. S/he will support the MOH to strengthen surveillance data management activities at the national and sub national levels that include a centralized data warehousing, training MOH and district-based surveillance officers in data analysis, visualization and use, promoting data use at all levels. The successful candidate will operate in technical and managerial functions whilst overseeing the project. This is a contract position and is renewable annually based on availability of funding and scope of work.

Specific Responsibilities:
Managerial

• Provide general leadership and management of the project staff
• Spearhead and manage the project’s planning and budgeting processes
• Represent Jhpiego at MOHB and Donor engagements
• Conduct regular supportive supervision of the team
• Actively participate in all relevant project calls with country and US based colleagues

Technical

• Provide technical leadership and management of the CDC-funded GHSA project
• Provide technical oversight for the implementation, monitoring and evaluation of public health policies and programs pertaining to surveillance data management of emerging and re-emerging infectious diseases particularly those with epidemic and pandemic potential in the country
• Lead project activities with relevant departments of the MOH and other stakeholders
• Strengthen the capacity of surveillance officers at the MOH and districts such as the training of surveillance officers on the new Integrated Disease Surveillance and Reporting (IDSR) guidelines, availing the updated guidelines
• Provide ongoing technical support to the data visualization advisor and M&E manager
• Coordinate with the project officers on relevant support to the MOH and districts
• Organize regular meetings with the MOH CDC and other partners
• Ensure planned activities are implemented in line with approved work plan and meet Jhpiego quality standards
• Produce and submit quality updates and reports on time to the HQ team
• Undertake other leadership, coordination and management activities relevant to the project

Qualifications:
Bachelor’s Degree in medicine, health sciences or related field Masters’ degree in health sciences, Statistics or similar field Field Epidemiology Training Program graduate preferred

Experience and skills

• At least five years of related experience, in quantitative epidemiology and the implementation of public health surveillance, outbreak investigation and response in humanitarian settings at the national level
• At least five years of experience in leading and managing donor-funded programs and teams
• Technical expertise in disease surveillance of infectious diseases
• Knowledge and experience of integrated disease surveillance and reporting (IDSR) guidelines and operating mechanisms
• Experience working with the MOH is an added advantage
• Proficiency in analysis, interpretation and visualization of data
• Demonstrated skills in training/ orientating teams on active and passive surveillance
• Proven ability to multitask across various planning and implementation processes within a highly demanding environment
• Excellent writing, verbal and interpersonal communication skills in English Proficiency in Microsoft Office, Epi-info, DHIS2 and other reporting platforms
• Ability and willingness to travel field locations
