Job Description


Under the authority and supervision of the Finance and Operations Director (FOD) and the Regional Finance Manger, the Finance Manager will be responsible for RTI accounting and financial management for the USAID/Uganda Biodiversity for Resilience (B4R) Activity. The Finance Manager ensures that national legislation is adhered to, and that the Uganda specific standards are applied in ensuring efficient use of resources with a role to provide finance management support to the USAID/Uganda Biodiversity for Resilience (B4R) Activity. Supervises two positions.

Essential Duties:
• Establish and implement proper filing system for allocation of expenses, payment vouchers, journals etc.
Review QuickBooks transactions for accuracy in line with GL codes and charge codes applicable for the project.
• Prepare and timely submit accurate monthly reconciliation and financial reports to home office.
• Oversee the presentation, circulation, filing and archiving of accounting and financial documents as directed by the regional finance control.
• Ensure that transactions are posted weekly in QuickBooks and carry out weekly transaction reviews in QB to ensure accuracy and timeliness of monthly financial report and achieve even distribution of workload within the month.
Ensures the timely remittances of Pay as you earn, withholding taxes National social security contributions and submit returns to relevant authorities.
• Prepare and submit relevant periodic reports to USAID on VAT or other reports to any authorities as necessary.
• Prepare quarterly USAID reporting, including accruals and financial reports.
• Identify training gaps for staff and partners, grantees as far as good financial practices are concerned and carry out capacity building as necessary in consultation with the FOD.
Set up a system to monitor the accounts receivables and Accounts payables (AR and AP) of the project to ensure that they are within the advances policy of the project, and proactively following up with relevant staff and vendors to ensure the AR and AP are well managed.
• Propose robust payment management systems for of service provider and mobile money
• Manager the timely responses to regional compliance on financial reports submitted monthly for the project.
• Participate B4R procurement meetings (Technical Evaluation Committees) as scheduled by the Procurement Specialist to ensure Value for Money and procurement process that is compliant with RTI and USAID guidelines.
• Treasury Point of contact and liaise with the bank and maintain a good relationship with local bank for smooth and efficient banking services. Manage bank accounts: follow transfers, check balances, check authorized expenses and online transactions.
Liaise with departments heads in compiling semi-monthly cash-flow needs compilation for projects
• Commitment of expenditure: Ensure procedures are adhered to in terms of contracts and payments; Reviews procurement supporting documents to ensure validity (contracts, orders, bills, invoices, delivery receipts etc.) before submission for approvals
• Budget Management: Analyze gaps between planned budgets and actual expenses; Anticipate project financial risks and consult with the FOD and Regional Finance Manager to identify mitigating factors. Calculate monthly resource utilization: cost of each vehicle (fuel consumption, repairs), office utilities in coordination with Logistics and Administration Manager.
• Supervision: Supervises the Senior Finance Specialist and Finance Officer and undertake regular performance appraisals Ensure capacity building for finance team members to increase the level of technical ability and skills within the department to deliver B4R activities.
• Improve information flows within the department and with other departments and projects.

Minimum Required Education & Experience
• Proffessional accounting training of ACCA or CPA Uganda qualification.
• Master’s degree in Financial Management and 10 years of work experience.
• Bachelor’s Degree in accounting, finance, business administration
• Minimum of three (10) years’ working experience in the accounting/finance field
• At least 5 years of experience working for a USAID project.

• Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
• Strong oral/written communication skills and ability to communicate at multiple levels in the organization
• Excellent financial and analytical skills
• Excellent communication and drafting skills for effective reporting on program financial performance
• Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts
• Familiarity with the aid system, and understanding of donor and governmental requirements
• Demonstrated success managing and leading technical and administrative teams.
• Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
• Strong oral and written communication skills and ability to coordinate activities with officials from host country government, US Government, NGOs, and other agencies.
• Strong computer skills: Microsoft Office Applications
• Experience in general business administration and financial management.
• Willingness to travel to the field offices when required.
