About USAID RHITES-N Project:

With the RHITES-N Acholi Project (Regional Health Integration to Enhance Services in Northern Uganda – Acholi), USAID will continue its support of the Government of Uganda’s (GOU) efforts to improve access to and use of health services in the country’s post-conflict northern region. RHITES-N Acholi Project activities will build on USAID investments and national advances to increase access to and use of high-quality integrated services that accelerate the ability and capacity to respond to the specific health needs of residents in the Acholi sub-region, leveraging the URC-ASSIST project successes.

Job Summary:

The Gender Officer will support integration of a gender perspective to the RHITES-North, Acholi work to ensure that gender is mainstreamed and strengthened in the areas of HIV/AIDS, Tuberculosis, Malaria, Family Planning, RMNCAH, Nutrition/WASH interventions. S/he will collaborate with other members of the RHITES-N, Acholi team to plan and implement the recommendations of the Gender, Youth and Social Inclusion Analysis and ensure that the results inform the annual work plan. S/he will introduce gender-transformative activities and/or scale up of evidence-based interventions promote gender equality and meet the needs of youth, especially adolescent girls. The Gender officer will assist in assessing program, technical and training needs, adapt training materials, provide training, and document/disseminate and contribute to evaluation and scaling up promising practices in facility and community settings that lead to increased availability, quality and use of health services by youth, women and girls.

Key Duties and Responsibilities:

  • Review and ensure that the results of the Gender, Youth and Social Inclusion Analysis findings translate into the work plan and collaborative learning and adapting (CLA) activities.
  • Develop and maintain effective dialogue with relevant stakeholders including partner agencies, Government Institutions, National and International Development Organizations, community leaders and service provider to ensure collaboration, synergy and sharing of experiences on gender issues.
  • Plan and implement capacity-building activities in GBV/gender equality in collaboration with RHITES-N, Acholi supported districts of operation.
  • Build capacity to increase and create awareness on gender and GBV of project staff, partners, government and NGO partners in gender equality, GBV related to the project’s health service delivery.
  • Conduct and build capacity in gender responsive programming (e.g., RHITES-N, Acholi staff, district and lower local governments, health programs etc.).
  • Support implementation and integration of gender and GBV in health service delivery at targeted health facilities ensure the integration of gender considerations and provide support for activities that address sexual and gender-based violence (SGBV) issues.
  • Develop quarterly and annual gender work plans and budgets in consultation with the SBC Advisor and other program team members, finance and M&E team, and monitor the implementation of these work plans and budget.
  • Identify, document and share best practices, lessons learnt and success stories in implementing gender responsive activities in the RHITES-N, Acholi.
  • Support proper documentation and data tracking tools for gender and SGBV responses at the RHITES-N, Acholi supported facilities.
  • Maintain up-to-date statistics and gender program data in collaboration with the M&E department for the project’s gender related performance reporting.
  • Support preparation and dissemination of information related to gender issues that are relevant to adolescents, youth and women and men’s health.
  • Support the writing of activity, monthly, quarterly and annual reports as per RHITES-N, Acholi and USAID guidelines
  • Develop Information Education Communication material content on gender and gender-based violence in collaboration with the USAID RHITES-N, Acholi team
  • Provide comprehensive technical guidance to ensure the design of gender-sensitive approaches and complete integration of gender in all aspects of HIV service delivery programming, ensuring equity in uptake and retention in services.
  • Ensure the mainstreaming of gender across the program, including design, implementation, monitoring, training, and operations.
  • Provide overall technical guidance to ensure the complete integration of gender in all aspects of HIV service delivery programming. Monitor progress toward gender deliverables and service delivery disaggregated targets.
  • Provide support to SBC advisor and all RHITES-N, Acholi staff on the incorporation of gender across all programmatic areas.
  • Deliver technical assistance to stakeholders (district, sub-counties, local CSOs, CBOs) to build capacity around gender inclusive policies and practices.

Qualifications, Skills and Experience:

  • The applicant for this job should hold a Bachelor’s degree in Social Sciences, Development Studies, Gender and/or Women’s Studies or relevant field.
  • At least 5 years’ experience with 3 years conducting gender analysis and integration, gender-based violence prevention, engaging men and women on gender related issues, and promoting gender equality in FP/SRH and other health setting programs.
  • Knowledge of evidence-based interventions to promote gender equality in FP/RH and other health programs.
  • Experience in providing technical advice and capacity building in programs targeting adolescent girls and youth experiencing GBV.
  • Experience and knowledge in planning, design, monitoring and evaluation of gender equality in health programs; ·
  • Experience designing, implementing, and overseeing gender programming that addresses HIV uptake and retention
  • Excellent organizational, analytical, oral and written communications skills demonstrated supervisory skills, and an ability to work well in a team.
  • Works well independently with little supervision, as well as within a dynamic team·
  • Is collaborative – builds and maintains effective relationships with their teams, colleagues, external partners and supporters
  • Has demonstrated commitment to addressing women’s rights with cultural sensitivity, respect, and confidentiality.

Please note: Only candidates who are eligible to work in Uganda for an indefinite period without a need for sponsorship will be considered for this position.
