JOB DETAILS:

The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
The Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the ongoing grants that run from 2018 to 2020(apparently on new grant making 2021-2023). Part of this grant is for sourcing for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. The Ministry of Health therefore seeks to invite suitably qualified Candidates to fill ten (10) existing vacant positions based at the MOH headquarters whose job description and person specifications are indicated below.
Grants and Compliance Specialist RSSH-1 position
Job Title: Grants and Compliance Specialist
Reports to: National Facilitator GF-MOH
Hours of Work: Full time
Location: The Position is based in Kampala
Engagement Terms: 2 years Contract Renewable upon Performance.

Job Purpose

The Grants and Compliance Specialist will support compliance, grants management, and program operations functions as a member of the GF operations team. The Grants and Compliance Specialist will support the GF National Facilitator in designing rolling-out, and day-to-day implementation of the GF grants program working closely with the 3 disease programs.
The Grants and Compliance Specialist will focus on the process and compliance aspects of grant making and procurement, ensuring that the program is carried out in accordance with GF regulations and the approved grants manual and procurement manual

Key Duties and Responsibilities:

• Review and support the operationalization of the GF grants manual and procurement manual. Make recommendations to streamline processes for efficient and compliant implementation.
• Together with the NF, design and document the grant roll out and operations. Draft grant work-plans/ operational plans, schedules for reporting and work plan tracking, review all requests/documentation for NF approval, support monitoring and reporting on grant activities.
• Take a hands-on approach to supporting the implementation of grants and operations program functions to support the on-time implementation of technical program activities. Seek flexible solutions to support technical activity implementation while maintaining compliance.
• Support the development and on-time implementation of the grants component of the annual work-plan.
• Organize and maintain all project documents and files related to grants and procurement including solicitations, related correspondence, selection memos, pre-award risk assessments, approval requests and memos, grant agreements and monitoring and reporting documentation.
• Coordinate and liaise directly with FCU, CCM and Operations and Compliance department) on grants and compliance questions and issues.
• Ensure compliance with the approved grants and No-objection manual and all GF rules and regulations governing grants and procurement processes
• Ensure monthly and quarterly reports are done and submitted
• Support strategic operations priorities as requested by the GF. Priorities may include procurement, process improvement, reporting, recruitment finance, and other general program operations tasks.

Education Professional Designations/Experience:

• Bachelors’ Degree in Business Administration, Economics, international relations, Statistics) required;
• Master’s in Business Administration (MBA), Planning, and Economics is an added advantage
• A minimum of 12 years of experience implementing Multilateral-funded development projects required. Significant experience with bigger grants rules and regulations/compliance issues, procurement, grant programming, and general programmatic backstopping required,
• Demonstrated strong interpersonal skills, and clear, concise written communication skills required,
• Outstanding organization skills with a high level of attention to detail;
• Ability to maintain composure and flexibility under tight deadlines, and collaborative approach to facilitating communications between various stakeholders including colleagues, Sub-Recipients and all partners
• Demonstrated ability to prioritize effectively and manage multiple competing priorities
• Ability to work independently and a self-starting work style.
• Undisputed financial integrity.
