Uganda Law Society (ULS) is a membership organization established by Cap 276 to provide services to its members and to the people of Uganda. Its vision is to be a proficient Bar Association in fostering access to justice, the rule of law and good governance in Uganda.

Its mission is to develop a skilled and empowered legal profession in execution of its statutory mandate to foster and improve access and administration of justice as well as good governance in Uganda.

The ULS is seeking for a qualified and experienced individual to fill the following position at the Head Office.
Position: Head Rule of Law Reporting to: Chief Executive Officer

Duty Station: Head Office – Kampala

Job Summary:
The Head – Rule of Law is under the direct supervision of the Chief Executive Officer, heads the ULS Rule of Law Department and is a member of the ULS Management Team.

Key Duties and Responsibilities:
• Manage and execute the ULS Rule of Law initiatives.
• Undertake policy and legal research in relevant areas to gain understanding of public issues (gaps and/or needs to be addressed) and make recommendations to the Executive Council for appropriate action.
Provide professional support to collective law review and reform processes to advance the objectives and mission of the ULS i.e. liaise with the Office of the Clerk to Parliament to obtain information on Bills before Parliament and allocate the same to relevant ULS Knowledge Clusters to generate ULS position papers on the same and other matters of public interest as may arise.
Oversee compilation of ULS Law Reports and the ULS Law Journal in consultation and collaboration with the ULS established Committees.
• Oversee compilation of the ULS Quarterly Reports on the State of the Rule of Law in Uganda in consultation and collaboration with the ULS Rule of Law Advisory Panel and the ULS Rule of Law and Strategic Litigation Committee.
• Generate write ups and funding concepts for proposed ULS Rule of Law initiatives.
• Support compilation and production of main ULS publications e.g. ULS Position Papers, Press Releases, Annual and Quarterly Reports, Newsletters and the Lawyers Voice Magazine.
• Manage the ULS Information Desk on EAC Regional Integration issues by providing updates on policy and legal matters in the EAC region
• Provide administrative and professional support to the ULS Legislation, Rule of Law and Strategic Litigation, Research and Publications Committees in delivery of their mandates.
• Network and partner with relevant institutions to foster the Rule of Law.
• Manage the performance of staff under the department by ensuring they have clear individual operating plans, provide effective mentoring and carry out staff appraisals.
• Generate and present departmental monthly, quarterly and annual reports.
• Prepare and monitor the performance of the annual and periodic departmental budgets and work plans; ensuring effective usage of resources entrusted to you.
• Participate in Management Meetings and Activities.
• Carry out any other duties that may be assigned to you by your supervisor from time to time.

Qualifications, Skills and Experience:
1. LLB and post graduate diploma in Legal Practice
2. Must possess atleast Five Years of substantial experience and a good understanding on issues related to the rule of law, human rights and good governance
3. Research and advocacy background will be an added advantage.
4. Resource mobilization skills for CSOs will be an added advantage
5. At least 4 years of professional work experience in law and governance
