Uganda Red Cross Society (URCS) is the leading National Humanitarian Organization in Uganda and a member of the International Red Cross and Red Crescent Movement.

Job Summary:

Since March 2020, when COVID-19 outbreak was confirmed in Uganda, Uganda Red Cross Society (URCS) has been supporting prevention and response efforts in the key pillars of risk communication & social mobilization; and surveillance including community based surveillance and screening at border points of entry. In a bid to strengthen the COVID-19 operations, URCS is seeking a health officer to be based in the field to supervise volunteers in the implementation of activities.

Key Duties and Responsibilities:

  • Supporting URCS branches in the development of work plans and monitoring the implementation of COVID-19 risk communication & social mobilization activities in the districts;
  • Supervising the implementation of COVID-19 prevention and response interventions in the districts/branches;
  • Collaborating with branch management, volunteers and stakeholders in support of improved management of health emergencies in communities;
  • Coordinating and linking the program implementation issues between the districts, branches and headquarters.
  • Supervise the Implementation of COVID-19 risk communication, social mobilization and community engagement; and community based surveillance in the communities within the districts of implementation in line with approved work plans and budgets;
  • Supervise URCS volunteer engagements at the border crossing points (screening, disinfection of trucks, risk communication)
  • Ensure that standard operating procedures (SOPs) and protocols for risk communication, social mobilization and community engagement; and surveillance are adhered to by URCS volunteers and staff.
  • In liaison with the health department, ensure all volunteers have and correctly use appropriate protective wear all the time.
  • Provide technical support to build capacity of URCS branch managers and volunteers in effective community engagement and accountability (CEA) approaches;
  • Support the branch and communities in emergency preparedness initiatives and contingency planning to respond to epidemic outbreaks;
  • Effectively represent URCS in the District Taskforce (DTF) and other relevant partner meetings in the district.
  • Work with the district task force and other stakeholders to regularly assess community needs and strategize for effective response.
  • Make requisitions for activity implementation and prepare periodic activity reports- weekly, monthly, quarterly in line with program work plan and donor requirements;
  • Perform any other duties assigned to you, as may be required by the line supervisor/s.

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s Degree in Health Sciences (Medicine, Nursing, Public /Community Health) or a related field from a reputable institution;
  • Post Graduate qualification in Public Health will be an added advantage.
  • One year of related experience in implementation of Public Health programs;
  • Working experience at field level with a recognized Organization with expertise in health and/or emergencies response;
  • Experience in implementation of projects in multi-stakeholders’ environment;
  • Experience working with local leaders at district, Sub county and village levels;
  • Demonstrated knowledge, competency and professional skills in the public health aspects of infectious disease surveillance,
  • prevention and control; and epidemic preparedness and response;
  • Proven ability to multi-task across various planning and implementation processes
  • Excellent spoken and written English communication skills; ability to compile and assimilate content in short time frames;
  • Ability to work across different actors, cultural contexts, technical areas and bridge silos within the organization and with external partners;
  • A proactive approach to work, the ability to handle multiple tasks and to maintain a high quality standard when working under time pressure;
