We are seeking a dedicated and experienced Health and Safety (HSS) Officer specializing in Water Irrigation Projects to join our team. As the HSS Officer, you will be responsible for developing and implementing health and safety policies and procedures, promoting a safe working environment, and ensuring compliance with relevant regulations and standards throughout our water irrigation projects. Your expertise in occupational health and safety and knowledge of water irrigation systems will contribute to the overall safety and well-being of our project teams.

Responsibilities:
• Develop and implement health and safety policies, procedures, and guidelines for water irrigation projects, ensuring compliance with relevant laws, regulations, and industry best practices.
• Conduct regular inspections and audits to identify potential health and safety hazards and ensure compliance with safety standards.
• Provide guidance and support to project teams, subcontractors, and workers on health and safety matters, promoting a proactive safety culture.
• Conduct risk assessments and job hazard analyses to identify and mitigate potential risks and hazards in the work environment.
• Coordinate with project teams to develop and deliver health and safety training programs and toolbox talks to enhance awareness and compliance.
• Monitor and enforce adherence to safe work practices, including the use of personal protective equipment (PPE), safe operating procedures, and proper equipment maintenance.
• Investigate incidents, accidents, and near misses, and provide recommendations for corrective actions to prevent recurrence.
• Maintain accurate records of health and safety incidents, inspections, and training activities, and prepare reports as required.
• Collaborate with relevant stakeholders, regulatory agencies, and internal departments to ensure compliance with health and safety requirements.
• Stay updated with current health and safety regulations and industry trends, and provide recommendations for continuous improvement in safety performance.

Minimum Qualifications:
• Bachelor’s degree in Environmental Science, Occupational Health, or a related discipline.
• A minimum of 5 years of professional experience in health and safety management or related roles.
• Must have completed at least one similar water irrigation project (500-2000 hectares).

Skills and Competencies:
• Strong knowledge of health and safety regulations, practices, and standards.
• Familiarity with occupational health and safety requirements in the construction industry, particularly in water irrigation projects.
• Proficiency in conducting risk assessments, job hazard analyses, and incident investigations.
• Excellent communication and interpersonal skills to effectively communicate and collaborate with project teams and stakeholders.
• Strong problem-solving and decision-making abilities to address health and safety challenges and implement effective solutions.
• Attention to detail and the ability to promote a safety-conscious culture and encourage safe work practices.
• Knowledge of safety management systems and the ability to implement and maintain them effectively.
• Familiarity with emergency response procedures and the ability to coordinate emergency drills and activities.
• Ability to work independently and as part of a team, managing multiple priorities and deadlines.
• Certification in occupational health and safety (e.g., NEBOSH, OSHA) is desirable.
