Job Description
Location: Kampala, Uganda. Mobilized to Albert Lake, construction sites or other cities if required.
Primary function
• Responsible for the health, safety, security, social and environmental management of the project.
Responsibilities
• Assist project manager/deputy manager for HSSE management.
• Assist project manager/deputy manager daily communication with the company HSE department.
• Confirm the project’s HSSE management comply with the Ugandan, international and company’s HSE policies.
• Responsible for developing project HSE procedures, emergency response procedures and other relevant HSE regulations.
• Responsible for HSSE training to staff and workers.
• Be responsible for project daily HSSSE management, especially health protection and promotion, safeguarding, labor protection, safety inspection, security protection, environmental protection and social issues.
• Coordinate with managers of other departments, e.g. engineering, procurement, construction, etc. to ensure the health, safety, security, social affair and environment fully considered in execution of the project.
• Responsible for bidders HSSE pre
• qualification, bid HSSE evaluation.
• Organize HSE meeting and safety audit or whenever deemed necessary.
• Be responsible for summary and assessment of HSSE work.
• Organize HSSE examination.
• Organize safety drill.
• Prepare daily, weekly, monthly and annually report.
• Be responsible for investigating, analyzing, and handling of accident and follow up. Liaison with community for social issue.
• Perform other duties as assigned by Superior.
Requirements
• Bachelor’s degree or above in Oil & chemical engineering, Safety engineering, Environment engineering, or the related.
• At least 12 years’ work experience in oil industry and 10 years’ work experience in oil industry HSSE management.
• At least 2 oil and gas engineering construction projects experience. (EPC)
Knowledge
• Extensive knowledge of oil & gas industry
• Extensive knowledge of HSSE management system
• Extensive knowledge of Ugandan, CNOOC and international HSSE laws, regulations and practices.
• Knowledge in some ISO such as ISO 14001, ISO 18001 and ISO 45001.
