Job Summary:

To manage and coordinate FCA’s humanitarian aid activities both in the immediate emergency response and in the longer term humanitarian assistance in Uganda. Reporting directly to the Country Director, the role holder serves as principle point for Humanitarian work.

Key Duties and Responsibilities:

  • Support the country program in shaping the strategic direction of FCA Uganda humanitarian program, ensuring quality humanitarian programs are designed and implemented
  • Lead discussions and initiatives on humanitarian program expansion to new locations, with relevant authorities, potential donors and other stakeholders, in close consultations with the Country Director
  • Actively participate in Senior management Team meetings, contributing to problem solving and decision-making on humanitarian aid work for Uganda and provide strategic direction.
  • Work collaboratively with senior colleagues across the organization to achieve organizational outcomes.
  • With support from head office Program Advisors, and the Country Director, lead all aspects of humanitarian proposal development -conceptualizing, design, preparation, revision, submission- ensuring staff participation, and community and partner involvement, including budget development throughout the process.
  • Facilitate interactions between FCA key program and Global Grants staff, to develop high quality humanitarian proposals to secure funding from traditional and non-traditional donors, including local funding for emergency and recovery projects
  • Proactively analyze humanitarian industry trends, donor strategies and funding priorities, and facilitate needs assessment, as appropriate.
  • Ensure programs are aligned with FCA Country Strategy and contractual obligations of awarded grants, humanitarian standards, and FCA humanitarian guidelines.
  • Facilitate the provision of technical guidance and support to staff, on education and livelihood to ensure program quality and cost-effectiveness
  • Proactively monitor program implementation, promptly reporting unexpected delays, costs or quality issues, and resolving issues and initiating appropriate corrective action.
  • Plan, organize and coordinate the humanitarian program activities, ensuring complementary approaches, on-time, on-budget, on-target project activities and deliverables for accomplishing short and long-term project goals.
  • Closely work with the MEAL Manager to ensure that adequate M&E tools and processes are in place, and facilitate the adoption of harmonized methodologies for monitoring and reporting.
  • Conduct regular visits to field offices and project sites to monitor program performance. Provide feedback to staff on gaps and areas for improvement and identify needs for ongoing capacity building.
  • Design and manage calendar of reports due and individual timelines for all humanitarian grants
  • Manage and monitor FCA’s Education in Emergency and humanitarian aid projects in Bidibidi, Rwamwanja, Kyaka II, Obongi and Adjumani and in other refugee settlements and ensure coordination with sector leads, operational partners and local authorities.
  • Ensure that project implementation and reporting meets back donor compliance requirements (particularly Ministry for Foreign Affairs of Finland; PRM, ECW, ECHO and UNHCR)
  • Monitor the evolving humanitarian situation in Uganda and consider immediate and strategic responses.
  • Ensure the alignment of FCA Uganda humanitarian projects with CRRF

Qualifications, Skills and Experience:

  • The ideal candidate must hold a Master’s Degree in Humanitarian Assistance, International studies or related field
  • At least four years’ experience in working in humanitarian program related field operation or field activities in developing countries and having knowledge of Education in Emergency
  • Proven experience and capacity in humanitarian project management, including project financial management
  • Good understanding of humanitarian approaches and standards
  • Gender analysis skills and an understanding of the practical significance of gender issues in humanitarian environment.
  • Experience in cooperating with local organizations, international actors and UN agencies
  • Proven team orientation skills and ability to work effectively in a team environment with both technical and non-technical staff
  • Excellent inter-personal and inter-cultural skills
  • Detailed and thorough understanding of refugee context in Uganda
  • Experience in working with refugees and host community
