Job title: Information Systems Consultant – Administration & Support Department
Location: Kampala, Uganda. Mobilized to Albert Lake, construction sites or other cities if required.

Primary function:
To be responsible for Technical Advisory of the company’s IT infrastructure and IT Project Management.

Responsibilities:
• Responsible for steering the planning, coordination, and integration of company’s IT projects in line with CNOOC HQ IT policy and procedures.
• Communicate and advise on Company’s strategy in the design and management of IT Projects.
Support company’s digital transformation and implementation on the Kingfisher Project Support IT design for technical and engineering activities,
• Reviews and proposes revisions to policies and procedures based on industry best practices, technology changes and updates from HQ.
• Identifies opportunities to improve team efficiencies and drives continuous improvement in work processes and compliance with corporate policies. Emphasize policies, standards, and procedures to the team and ensure compliance is maintained at all times
• Monitor and report system availability, performance, and capacity metrics. Support the Department Manager in preparation and submission of annual IT budgets including investment proposals and operational expenses.
Monitor and report on budget performance, develops forecasts, and supervises the team’s service charge back process. Establish operation, maintenance and backup standards. Develop and maintain vendor relationships, including participating in contract negotiations
• Other duties assigned by the superior.

Requirements:
Bachelor’s Degree or above in Information management, computer science or the related.
At least 10-year related working experience including 5-year supervisory experience in oil industry.
International working experience in a similar role is required.
Knowledge:
• Extensive knowledge information technology and database.
• Extensive knowledge of project management.
• Knowledge of CNOOC HQ policies and related laws.
• Understanding of oil engineering, reservoir, drilling and completion, production, technology systems etc.
