Job Description


The Project Officer- LEAP is responsible for implementation of transformative livelihoods in refugee and host communities in Uganda in a project. He/she will work in close cooperation with LEAP project coordinator, Oxfam’s partners and implement the project in line with Oxfam Uganda country strategy, the donor requirements and the one program approach. The project Officer will continually identify partner capacity improvement needs and seek support from Oxfam team to provide partners with necessary technical support during implementation. The job holder will undertake periodic monitoring and evaluation, lead the process of donor reporting, resource mobilization and ensuring compliance on both Oxfam and partner side.

Job Responsibilities
Technical
• The project Officer will work hand in hand with the Climate Justice Coordinator and Land Rights Coordinator to support in the Implementation of Promoting the Leadership, Empowerment, Access, and Protection (LEAP) project. This will be in line with Resilient Livelihood theme and Oxfam Country strategy (OCS) and organizational policies.
• Facilitate the process of fundraising by documenting key learnings and providing technical inputs from LEAP project
Contribute to preparation of project documents, such as project summaries and project overviews on youth empowerment and engagement, livelihood, and value chain.
• Offer any other support to the program teams especially in areas of research, show casing, advocacy, campaigns, fundraising and public engagements in the spirit of a one program approach
• Coordinate partners to develop detailed operational plans, budgets, indicators and MEAL frameworks
• Ensuring that partner project plans, proposals, work plans and budgets are developed in line with the Oxfam Country Strategy and donor guidelines.

Leadership
• Carry out regular monitoring visits to partners and project locations to ensure that there is progress in implementation as planned
• Lead the process on donor reporting and adherence to donor requirements
• Work with Program Quality & Learning Coordinator (PQL) and Program Managers to ensure that the MEL Framework is effectively adopted by the partners and that monitoring data is well managed and readily available for program quality control
• Constructively support partners’ management of projects in the various stages of project cycle management, from project appraisal to reporting.
• Conduct regular project reviews to discuss project progress with partners. share learnings and experiences that inform actions moving forward
• Lead the process of project documentation for visibility and learning

Management
• Provide appropriate support to partners implementing youth empowerment, engagement and livelihood projects in all aspects of project cycle management.
• Ensure timely reporting of partners in compliance with donor and Oxfam procedures/reporting requirements; consolidate partner reports
• Ensure that partner organizations work in accordance with Oxfam standards and objectives
• Carry out regular performance assessments and reviews of partner organizations and provide guidance on enhancing the quality of projects.
• Participate in regular meetings with partner organizations and relevant value chain multi stakeholder platforms.
• Ensure that all action points/ recommendations agreed upon with partners during project reviews are followed through during project implementation.
• Support with partner contracting process, implement and monitor the agreements reached with the consortium or the implementing partners.
• Hold and/or participate in regular meetings with partner organizations, and stakeholders to ensure that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.

Job Requirements
Essential
• Bachelor’s degree (or higher) in Land Rights Development studies, Economics, Law, Social sciences, International Development, and any related field from a recognized university.
• At least 2 years of experience and knowledge in human rights, civic engagement, land rights
• Excellent coordination, communication, and interpersonal skills.
• Strong commitment to ending inequality and injustice.
• Passionate about promoting human rights, business, land rights engagement, etc.
