Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.MdM France currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

Key Duties and Responsibilities:

  • Under the supervision of the general coordinator, you will have the responsibility for catering to the logistical needs of the programmes in accordance with MdM and donor standards.
  • You will directly supervise, train and evaluate the finance, administration and logistics managers.
  • You will work in close contact with the finance, logistics and HR officers based at HQ.

Logistics

  • Through a constant and clear communication with operational team, ensure that all logistics needs are shared, understood, and that all resources are prepared and delivered properly and in time, for the smooth implementation of activities
  • Ensure a flexible and relevant organization of the logistics team and assets to be able to quickly answer to urgent needs
  • Ensure the respect of MdM and donor’s procurement procedures (especially for drugs and medical supplies), elaborate and supervise purchase strategy
  • Supervise a secured and adapted storage of drugs and medical supplies
  • Participate in the identification of infrastructures, equipment, materials and suppliers necessary to the project’s appropriate implementation following the organisation’s and the donor’s requirements
  • Follow up the inventories of the mission and monitor logistics expenses flow
  • Set procedures of management for IT (computers) and communication (internet & telephone) and train the staff to use it
  • Supervise the transportation for teams and items and the management of the fleet
  • Supervise the safety and maintenance of premises (offices and guesthouses)
  • Implement processes/policies, rules and logistical tools together with HQ
  • Support and assist technical choices made in the field for the various logistics aspects (procurement, security, etc.)
  • Participate in the recruitment of all logistics local staff for the project

Management

  • Manage the logistics project through planning, implementation, and monitoring of all logistics activities and ensure overall logistics support for efficient running of programmes
  • Ensure and facilitate efficient coordination within logistics department and between logistics, finance, HR and programmes to contribute to a coordinated and result-oriented approach
  • Work closely with the medical coordinator, deputy medical coordinator, finance coordinator, HR coordinator, HQ logistics advisor, HQ security advisor and medical referent, through effective communication and coordination
  • Attend all meetings organized to discuss security, logistics, and Covid-19 issues impacting MdM operations on the ground (UNDSS, Security meetings, District Health office meetings, Covid-19 task force meeting, etc)
  • Participate in Senior Management Team (SMT) coordination meetings
  • Participate actively in grant close out meetings to incorporate logistics planning into overall project close out strategy
  • Design and implement the process of closing out the project and be part of the team efforts
  • Proactively keep your direct supervisor and HQ supervisor informed of activities on regular basis
  • Maintain good relationship with partners and all stakeholders
  • Proactively report timely follow-ups of the logistics action plan

Security Component

  • Ensure security and safety of country staff and assets
  • Train staff when necessary in safety and security procedures and protocols
  • Liaise with UN organizations and international agencies on security matters when required
  • Make and maintain contact with security focal points at the national and local level to ensure steady exchange of updates around security in country
  • Provide security clearance with respect to any travels and transport of goods
  • Update visitors on security situation before and after arrival in Uganda
  • Advise general coordinator on steps necessary to take on any emergency security situations

Representation

  • Establish good rapport with local and national level administrative, labor, customs, immigration, and other officials to ensure that MdM projects conform to local laws and customs and to minimize bureaucratic restraints on project implementation
  • Establish good rapport with other INGO’s and humanitarian actors
  • Attend all meetings organized to discuss security, logistical issues, and Covid-19 issues impacting MdM operations on the ground (UNDSS, security meetings)

Qualifications, Skills and Experience:

  • The ideal applicant should have at least 3 years of working experience in a humanitarian context as support services coordinator or logistics coordinator or log-admin coordinator
  • Experiences as logistics manager and/or administrative manager will also be valued
  • Capacity building experience is a must
  • Experience with ECHO contracts would be an asset
  • Experience in remote areas is a plus
  • Good ability to work quickly, under pressure and with short deadlines
  • Good ability to manage priorities and to adapt them daily according to the context
  • Good computing skills , high proficiency on Excel and good management of SAGA is a must
  • Willing to work in challenging situations
  • Good communication and problem solving skills
  • Driving licence would be an asset
  • A positive approach to community living is a must
  • Willingness to do considerable local travels
  • Ability to cope with stressful situations by being extremely flexible
  • Ability to work with a team of diversity in an intense situation
  • Excellent interpersonal relationship development skills.
  • Exhibit the values of respect, team-spirit, equity, dedication, cooperation and integrity (transparency, accountability and ethical behavior) in daily MdM activities
  • Ability to work under the pressure of deadlines while maintaining constant respect of internal procedures
  • Display leadership and management skills
  • Fluent English (written and spoken) is mandatory
