Job Description


The Manager HR Shared Services will be responsible for operationally and systematically supporting the activities within the PBU’s employee lifecycle.
• The duties will include employee related transactions, documenting processes, implementing new company policies and maintaining internal HR systems, identifying and recommending opportunities to improve processes for scale & automation.
• This role will also serve as the bank team’s subject matter expert on HR systems ensuring data integrity, confidentiality, and successful delivery of HR related programs throughout the year.

KEY RESPONSIBILITIES /KEY DELIVERABLES

• Implement e¬icient delivery of HR operational services that include, leave management, sta¬ loan recommendations, ID card processing, payment claims, payroll, attendance & unit monthly meeting monitoring, Job descriptions, response to audit queries, discipline etc.
• Lead the systematic and operational preparation and execution of the core HR programs through partnership with IT and other HR team members.
• Drive the testing and implementation from the business side of new HR related functionality and quarterly releases.
• Responsible for processing and ensuring all employee related data transactions are consistently accurate and evaluated for continued automation and opportunities for scale
• Responsible for ensuring data integrity within our HR systems evaluated through regular reviews and audits of the information
• Responsible for creating and maintaining documentation of existing and new internal and system processes
• Serve as HR point of contact for any work related to corporate audits or compliance matters
• Develop and produce standard set of reports for ongoing HR and business needs
• Ensure timely completion of related compliance, audit and reporting requirements
• Partner with IT team members on training HR sta¬ and employees on new functionality and refreshers on existing processes throughout the year
• Stay abreast of changes to national laws that could impact HR policies, processes and recommend changes as appropriate.
• Participate in user group meetings/conference to stay up to date on current trends in industry and within HRIS and HR Operations.
• Set objectives for the HR Ops. team and track progress
• Implement company policies
• Monitor key HR metrics
• Act as a consultant to managers and sta¬ regarding HR policies and procedures
• Monitor, control & report on HR costs
• Recommend new so ware to address personnel needs
• Address employees’ queries (e.g. on compensation and labor regulations)
• Build and implement a mechanism to inventory, track, and follow up on actions
• and development progress/readiness and measure program success
• Provide mission critical updates as needed with little notice
• Leverages management tools that identify, align, and build on the business’s human capital capabilities in order to achieve overall business results and reach desired targets.
• Additional responsibilities as required

FINANCIAL RESPONSIBILITY
• Responsible for the HR Ops. Budget
• Cost Saving Innovation targets as will be agreed from time to time.

KEY PERFORMANCE MEASURES
• All documents received to be verified within the agreed turnaround time.
• KYC process to be maintained within agreed measures
• Performance aligned to agreed service level
• Exceed daily, weekly, and monthly agreed performance standards
• Comply with relevant policies, procedures, and regulations
• Minimize error rates on applications (within agreed error rate)
• Reduce operational loss

EDUCATION AND TRAINING
• The ideal candidate should have a bachelor’s degree in Human Resource Management, Industrial and Organizational Psychology, Social Sciences or any other relevant degree from a recognized University.
• Possession of a relevant Post Graduate Qualification in a relevant discipline such as Human Resource Management, Management, etc is an added advantage.
• Professional Certification in Human Resources Management or specialized training in Banking is an added advantage

KNOWLEDGE AND EXPERIENCE
• A minimum of 5 years of experience & 3 of which as an HR Operations Manager, HR Manager or similar role, preferably in a commercial bank or telecom is essential.
• In-depth knowledge of full-cycle HR Operations
• Excellent knowledge of labour laws in Uganda
• Hands-on experience with Human Resources Information Systems
• Ability to develop clear and fair company policies
• Excellent analytical and decision-making abilities
• Team management skills
