JOB DETAILS:

Doctors with Africa CUAMM is implementing the programme “Mothers and Children First, the First 1000 Days” in the districts of Napak and Oyam 2018 to 2022. With funding from Italian Bank Foundations, the Tuscany region in Italy and the Italian Episcopal Conference. The objectives of the programme are: 1) Improved availability and quality of maternal, neonatal and nutrition services, 2) Increased community demand for maternal, neonatal and nutrition services focusing on areas with greatest need, 3) Improved capacity of public, private not for profit (PNFP), health service providers to plan, coordinate and monitor maternal, neonatal and nutrition services and 4) Improved referral from lower level health units to the general hospital. The programme is implemented through a health system strengthening approach – supporting training, mentorship, planning, information management and use and continuous quality improvement approaches. In addition, CUAMM is implementing 2 other Tuberculosis interventions in Karamoja funded by FAI foundation and Italian Government aiming at improving case detection and treatment outcomes for multidrug resistant and drug susceptible TB in the region – implementation of an ambulatory model of care and use of village health teams to follow up lost cases and bring back to care are the essential activities. Applications are invited from suitably qualified medical officers for the post below. The initial contract will be for a period of 1 year with possibility of extension or interruption depending on performance. Preference will be given to candidates who can demonstrate that they have sound experience working in the region and/or in a closely related project and demonstrated ability to work in difficult environments of scarcity and with minimum supervision. .
Maternal Neonatal Health/TB adviser in Karamoja (1 position)

Function:

• Technical supervision of district project staff, ensure appropriate activity planning, implementation, ensuring that all activities are done according to plan, monitoring and evaluation and reporting.
• Interphase with facility staff, district authorities and other implementing partners in the region to identify synergies and gaps that may need to be addressed further: S/he will be the technical advisor for health system strengthening activities and will work with the different DHT focal persons to ensure they provide the necessary support to peripheral facilities.
• To support mentorship to health centre staff in the management of labour and emergencies in labour including newborn care for sick and healthy neonates and TB Services. Ensure functional village health teams are able to provide community referrals and linkage to care for services.

Job Requirements:

• MBChB degree or equivalent with practical experience in maternal neonatal care, and clinical care for tuberculosis; knowledge of the Uganda reproductive health policy and plan, and TB country strategy, knowledge of the district and HSD health system.
• Master’s in public health or health services management or equivalent will be a strong advantage. They should have proficiency in computer usage (common office applications) and should demonstrate good understanding of HMIS, DHIS2.
• Ability to write and communicate clearly and train junior staff; demonstrated quantitative skills.
