Project Background:

The Social and Behavioral Change Activity (SBCA) is a five-year program implemented through a cooperative agreement between the United States Agency for International Development (USAID/Uganda) and Johns Hopkins Center for Communication Programs (CCP). The vision of USAID’s Social and Behavioral Change Activity is a Uganda where individuals and communities are not just healthy, but resilient, supported by strong adaptable systems and institutions to lead productive lives. The SBC Activity supports the Government of Uganda (GoU) and US government (USG) implementing partners to design and implement Social and behavioral Change (SBC) communication initiatives that   contribute towards reduction in Maternal and Child mortality, Malaria prevalence, Total Fertility rate, new HIV infections, TB prevalence and improved Nutrition out comes, resilience and improved SBC systems and expertise.

Job Summary:

The Media Specialist will support the STA-SBC to develop media plans and oversee the day-to-day implementation of SBC approaches across different media platforms to scale, ensuring maximum penetration, reach, intensity and dosage at national, regional, district and community levels. Additionally, he/she will directly be responsible for ensuring that media houses and ad agencies consistently deliver high quality deliverables.

This position role reports to the SBCA Senior Technical Advisor SBC and involves 20% in country travel.

Key Duties and Responsibilities:

  • Participate in the conceptualization and development of various SBC interventions to ensure that appropriate products and content are developed for mass media platforms.
  • Work with the STA-SBC and other SBCA staff to lead the rollout of SBC approaches on mass media channels. As part of this, supervise the day to day operations of the advertising and media agencies in designing and rolling out SBC interventions on mass media channels.
  • As part of ad agency supervision, develop and implement sub-award monitoring plans for various ad agencies and support physical and online documentation and archiving of agency materials and deliverables.
  • As part of mass media rollout, work with the Monitoring Evaluation and Learning (MEL) team to conduct routine monitoring, evaluation, research and learning to inform targeted design and rollout of interventions.
  • Network and develop partnerships with media houses and ad agencies to secure bonus airtime and leverage their other owned resources like social media pages.
  • Provide technical assistance to Ministry of Health (MoH)- Health Promotion, Education and Communication Division and IPs in implementing SBC approaches on mass media channels.
  • Identify relevant capacity building needs for MoH, and USG IPs and work with the SBC Advisor and Regional Technical Assistance Specialists to address them.
  • Foster organic health reporting among media houses/personnel through on and off-site trainings, mentorships and media excursions.
  • Establish and maintain relationships with private sector players to leverage opportunities for sponsorship and deepening rollout of interventions.
  • Keep up to date with national and international guidelines and requirements about the mass media and ensure that these are adhered to when developing and implementing SBC approaches on mass media channels.
  • Lead the documentation of lessons and success stories from implementation of designed SBC approaches on mass media channels.
  • Perform any other duties as assigned by the supervisor.

Qualifications and Experience:

  • Bachelor’s degree in mass communication, advertising, education, public health, social sciences or related field.
  • At least 5 experience of working with or supervising advertising or media agencies.
  • At least five years’ hands on experience managing communication campaigns.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Strong written and verbal communication skills in English (and at least one key regional language).
  • Prior experience with USAID-funded health communication/ SBC/ SBCC projects is an added advantage.
  • Uganda national.

Knowledge, Skills and Abilities:

  • Demonstrated experience and expertise in integrated communication and marketing.
  • Experience in working with media houses, and working knowledge of audio/visual production approaches, tools, techniques and technology.
  • Knowledge of media buy in and monitoring
  • Excellent communication, coordination and negotiation skills.
  • Experience in successfully engaging the private sector.
  • High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.
