Job Description


Overall purpose of the role:

The Monitoring, Evaluation, Accountability and Learning Assistant is responsible for conducting Monitoring & Evaluation activities as per work plan, conducting/implementing a comprehensive monitoring, evaluation and learning initiatives of DRC program in Acholi Region, to ensure that Project activities meet the highest standards possible, and contribute to improving resilience capacity of persons of concerns program Area.

KEY DUTIES AND RESPONSIBILITIES

Monitoring

  • Carry out quantitative and qualitative data collection activities at field level
  • Support the design and piloting of monitoring tools to be used during activities and assistance
  • During monitoring activities ensure beneficiaries are treated with respect, confidentiality and informed consent
  • Carry out data collection work
  • Refer on potential vulnerable cases to Monitoring & Evaluation Officer or sensitive issues that might be observed at field level
  • Keep supervisor informed of any safety incident that might take place
  • Solve problems and conflicts that might occur during monitoring and respond to minor complaints coming from beneficiaries

Reporting and information

  • Submit weekly and monthly reports to the Monitoring & Evaluation Officer on achievements and challenges related to monitoring
  • Protection cases identified and referred in coordination with the protection team
  • Produce periodic monitoring reports to ensure programs have accurate and useful data to inform project development
  • Participate in the internal evaluation of the program

Accountability

  • Ensure that the activities are compliant with DRC accountability principles
  • Support the implementation of DRC’s complaints mechanism”

Experience and technical competencies: 

  • Undergraduate degree in social sciences, agriculture, statistics, Computer science.
  • Training in quantitative methodologies, including database management.
  • Strong analytical skills and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning
  • Experience with research, including data collection and data management.
  • Demonstrated ability and understanding to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, observations to name a few.
  • Ability to build support from staff across teams and across members, and to build the capacity of others.
  • Proven ability to coordinate effective resource allocation to ensure quality programmes.
  • Experience of working within budget constraints.
  • Experience of qualitative research techniques
  • Experience in international development
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Working knowledge of Excel, and have experience using database and data analysis software.
  • Advanced English proficiency
  • Fluency in local language

Preferable:

  • Knowledge of the local languages spoken in the operation area is an asset.
  • Familiarity with Monitoring & Evaluation for International/UN-funded projects desired.

Education:

  • Degree/Diploma in Social Science, Development Studies, International Relations, Rural Development.
  • A post Graduate Diploma in Monitoring and Evaluation or equivalent professional qualification

Languages

  • Excellent communication skills in English is required
  • Fluency in English and other local languages in the area of implementations an advantage
