Job Description


The Uganda Virus Research Institute (UVRI) signed a Memorandum of Understanding with the US Centers for Disease Control (CDC) to strengthen Institute capacity through the management and coordination of laboratory surveillance, epidemiology, public health evaluations and training in Uganda under the U.S President’s Emergency Plan for AIDS Relief (PEPFAR). Under this cooperation, UVRI intends to recruit a Monitoring and Evaluation (M&E) Assistant on a one year contract renewal based on satisfactory performance and the availability of funds. This position is based at UVRI Entebbe. The salary is attractive. .

Job Title: Monitoring & Evaluation Assistant (100% time and effort)
Reports to: The Monitoring & Evaluation Officer/HRL Project
POSITION SUMMARY:
The successful applicant will serve as an M&E Assistant for UVRI HRL Project in Entebbe. His her primary responsibility will be to assist the M&E Officer to ensure the proper functioning of all M & E/ Quality management activities performed under the project.
Key duties and responsibilities
• Ensure that data are properly captured using monitoring tools to track project indicators and that national-level HIV QA/ QC laboratory data are available and reliable.
• Participate in field assessments and surveys, onsite mentorship, support supervision and M&E capacity building of project personnel to ensure full compliance with the grants requirements.
• Assist in preparing monthly, quarterly and annual programmatic performance reports.
• Participate in follow up of nonresponse for EQA schemes, and documentation of lessons learnt and experiences gained.
• Establish a Monitoring mechanism to provide timely feedback to all participants on HIV QA progress at all levels of implementation and all times.
• Support in the review and checking of QA data generated being in line with the M&E reporting requirements.
• Support the analysis of data in line with the M&E framework.
• Participate in the training of HRL staff in monitoring of activities based on indicators and targets set out in the PMP.
• Maintains files and electronic records for M&E data.
• Assist in monitoring the functionality and performance of laboratory instruments installed at various sites in the country Ensure periodic updates of M & E data bases.

Education and Experience
• A Bachelor’s degree in a Laboratory related field is required. In addition, a formal qualification of monitoring and evaluation will be an added advantage.
• At least three years relevant public health experience in health program evaluation activities that involve coordination with districts and stakeholders in health is required.
• Familiarity with PEPFAR indicators and reporting systems; DATIM, HIBRID and DHIS2 will be an advantage.
• Knowledge of designing and implementing participatory M&E systems, data quality assurance, data analysis dissemination and data use is required. Knowledge of data management processes and tools, including web-based database systems is required.
• Working knowledge of HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of HIV/ AIDS programs is required.

Skills and Abilities
• The ideal candidate should have strong coordination, problem solving and networking skills.
• Must be honest, a team player, attentive to detail, a good communicator and able to work under minimal supervision.
• She/he must be willing to travel frequently to and from the institutes collaborating sites around the country
