Reporting Lines
The Monitoring and Evaluation Officer will report to the Project Coordinator (AMS Project) and work in close collaboration with the Monitoring and Evaluation Coordinator – ACORD Uganda.
S/he will provide technical expertise to project staff in managing Agriculture and
Market Support (AMS) databases, supporting collection and indicator based reporting, World Food Programme target monitoring and supporting local partners acquire necessary capacity in monitoring, evaluation and learning.

Technical Focus
The Monitoring and Evaluation Officer will have responsibility for monitoring and evaluation across the entire Agriculture and Market Support (AMS) portfolio. This position therefore deals at the highest levels in terms of overall program results. The Officer will serve the ACORD-Uganda Agriculture and Market Support (AMS) by providing technical leadership and support to plan, initiate, and coordinate complex monitoring and evaluation; applied programmatic research; results documentation and dissemination; and translation of results data into meaningful information, policy influence and program improvements.

In addition, play a key role for Agriculture and Market Support (AMS) in developing and enhancing knowledge management systems, dissemination of best practices and lessons learned, and expanding Agriculture and Market Support (AMS) implementing team to utilize various forms of data to inform activity implementation. As a member of the Program Development and Analysis Office and the Performance Management Team, (s)/he will provide leadership in this field as well as mentor other staff (supervisees) who are responsible for intervention tracking at field level/districts of operation.

The key tasks and responsibilities of the role include:
The Monitoring and Evaluation Officer will provide high quality technical assistance to the Agriculture and Market Support (AMS) and at times ACORD-Uganda. The Officer will substantially increase the quality of Agriculture and Market Support (AMS) intervention as well as transfer skills and best practices to project implementing team. His/her principal responsibilities include:

Lead/Manage Agriculture and Market Support (AMS) Performance Management, Evaluation and Learning. (S)/he will manage all aspects of performance management—including monitoring, evaluation and learning.
S/he will provide direction and ensure that the project maintains a highly robust Monitoring, data management and reporting system to allow for routine adaptation of interventions to evolving needs and challenges in the selected sites (Napak, Nakapiripirit and Nabilatuk). Specifically, the incumbent will carry out the following activities:
• Develop and oversee the implementation of the project monitoring plan (PMP).
• Lead the development of relevant M&E tools and platforms, and provide M&E specific technical training, mentoring, and coaching to staff.
• Develop strong monitoring and evaluation data collection and analysis systems to ensure that program interventions are effective.
• Strengthen availability and use of high quality data for decision making at all levels of the project.
• Strengthen data management and quality improvement systems, ensuring that data is audit worthy and readily available. Where problems exist, support the joint formulation and identification of solutions.
• Maintain a knowledge management system for the project, across all project components and partners.
• Compilation and production of project reports for instance; weekly updates, monthly, quarterly, bi-annual and annual reports.
• Support program staff and senior management for data utilization to make informed and timely decisions related to program implementation.
• In collaboration with the MEO will manage the implementation and updating/refinement of the Agriculture and Market Support (AMS) Performance Management Plan (PMP) and Data Quality Assessments (DQAs), as and when required to do so.
• Identify short and long term technical assistance required for successful program planning and learning, including assessments, studies, and evaluations—both performance and outcome.
• Draft and/or edit scopes of work (SOW) to obtain relevant research products and/or achieve Quality Evaluation standards, and assist in the identification, planning and procurement needed to obtain required assistance.
• Establish and lead an inter-office Program Improvement to advance crossactivity planning and learning.
• Collaborate with other Performance Management Team members in the development and implementation of learning management and dissemination systems for use by all project staff.
• Lead the Agriculture and Market Support (AMS) Annual Performance Plan and Report (PPR) process, coordinating contributions from all technical offices, and ensuring timely and accurate submission of the report.
• On request, prepare analytical progress reports for the Senior Management and the WFP, and dialogue on the same. To discuss how findings generated from performance data could or should impact policy adjustment.
• Design and oversee strategic analyses and assessments of proposed program, changes in the development environment, as well as sector-specific, crosssectorial, and environmental assessments.
• Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
• Ensure management of day-to-day M&E tasks are completed with appropriate resources, proper planning and to the highest standard required 19) Responsible for ensure timely and high-quality reporting (report production).
• Participate in Research and Knowledge Development Innovation, supervise and/or participate in developing research instruments and overseeing field work for surveys, studies and assessments that ACORD-Uganda is involved in. Identifying knowledge and information gaps and propose ways of filling them. Also identify research opportunities and networks that ACORD Uganda can benefit from.
• Assist in Program Development and Resource Mobilization strategies by identifying opportunities for grant making either through direct funding; subgranting and partnerships with other actors and collect and maintain a bibliography of literature and reference materials that can be frequently used for proposal development; literature reviews and situation analysis.

Candidates will be Assessed Against the Following
Minimum Required Skills and Experience
Education:
• Bachelor’s degree in public health, demography, sociology, biostatistics, psychology, development studies, monitoring and evaluation, research methodology, or other relevant field is required. A Masters is an added advantage.

Experience:
• At least eight (03) years of experience in monitoring, evaluating and research related to public health programs, with at least 3 years of experience with UN Agencies related programming.
• Demonstrated experience in Agricultural program target setting and reporting. § Excellent verbal, written, interpersonal and presentation skills.
• Demonstrated experience and familiarity with research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques and establishing M&E systems in developing countries.
• Proficiency with database management software and on-line search tools required.
• Working experience in Uganda; Uganda national preferred.
• Good motorcycle riding skills and valid riding permit.

• Effectively networks with partners seizing opportunities to build strategic alliances relevant to ACORD’s mandate and strategic agenda;
• Assesses project performance to identify success factors and incorporates best practices into project work;
• Monitors specific stages of projects/programme implementation; and
• Researches linkages across programme activities to identify critical points of integration.
