Job Title: Monitoring & Evaluation Officer

Reporting To: Assistant Manager Planning/Senior Economist
Overall Job Purpose
To carry out monitoring and evaluation activities for the organization
Age Limit: 25-45 Years.
Specific Responsibilities
• Implements Human Resource guidelines/regulations/policies;
• Conducts Training Needs Assessment for staff; Compiles data on manpower gaps;
• Implements staff welfare programs;
• Compiles payroll management data; Maintains and updates HR management information;
• Prepares submissions for NSSF and gratuity;
• Implements performance management plans and activities;
• Supervises and appraises junior staff within the HRM Division/Section/Unit;
• Undertakes any other official duties as assigned by the immediate Supervisor.
Specific Responsibilities
• Undertakes macro-economic analysis and forecasting for the centre;
• Coordinates the implementation of planned activities; Maintains a statistical database to support budgeting process analysis and forecasting;
• Reviews development policies, strategies, projects and programs prepared at the centre;
• Coordinates NAGRC & DB development plans;
• Participates in the analysis of national and sector development policies, plans and public expenditure programs; Coordinates the participation of departments/Units in the development planning and budgeting process;
• Provides technical oversight, coaches and supervises the members of the M&E team and oversee day-to-day operations of the team;
• Maintains the implemented policies, guidance, systems, procedures and tools related to monitoring and evaluation, and update as needed;
• Oversees all the data collection and analysis processes to measure progress and achievements according to the M&E plan;
• Mobilizes relevant M&E technical assistance in a timely manner;
• Writes reports, analyses findings and provides recommendations as required for contributions to planning, risk management and reporting;
• Undertakes any other official duties as assigned by the immediate Supervisor.
Basic Requirements
• A Honors Degree in Human Resource Management or Bachelor of Arts in Social Sciences with a recognized bias in HR field is a pre-requisite.
• A Post-graduate diploma in Human Resource Management is an added advantage.
• Should have good communication, leadership and interpersonal skills.
• Working experience of at least three (3) years in the HRM field.
