Job Description


Background
The government of Uganda through the Ministry of Finance, Planning and Economic Development (MFPED), plans to implement the Investment for Industrial Transformation and Employment (INVITE) Project with funding from the World Bank (IBRD/IDA). The Project Objective is to promote private sector investment and employment by mitigating the shocks from the COVID-19 pandemic and supporting new economic opportunities, including in refugee and host communities. The INVITE Project will be implemented over a 5-year period (FY2023/24 – 2027/28) through two subsidiary entities: Bank of Uganda (BoU) as custodian of the INVITE Trust which manages the credit windows and Private Sector Foundation Uganda (PSFU) as manager of the grants windows.

2. Job Description
Job purpose: To monitor progress on project implementation, document lessons learned, and communicate project results accordingly.

Responsibility: The Monitoring and Evaluation Officer will execute the monitoring and evaluation functions of the project. S/he will support all project staff and partners in monitoring the progress on project implementation.

Reporting: The M&E Specialist will report to the Project Management Specialist

Specific Duties:
1. Track the progress of the project through field-based data collection and performance review against the set targets.
2. Monitor project implementation through monthly and quarterly data collection.
3. Work with relevant Project Implementing Institutions in project monitoring and results uptake.
4. Produce the required periodic (monthly, quarterly, and annual) project progress reports highlighting achievements, challenges, recommendations, and next steps.
5. Document and synthesize project results and lessons learned.
6. Operationalize the project’s M&E plans, based on the Project Results Framework.
7. Perform any other tasks that may be incidental to the above tasks.

3. Qualifications and Experience
1. Master’s degree in Economics, International Development, or other related field. The graduate or postgraduate degree should preferably include credits in the principles and practice of monitoring and evaluation.
2. At least five (5) years of relevant work experience in monitoring and evaluation;
3. Strong track record of innovative leadership in managing evaluations, and proven ability to produce demonstrable results;
4. Extensive network within the academic and development community;
5. Field experience is a strong asset.

4. Duration
The MES will be appointed on a contractual basis for an initial period of two (2) years, with a possibility of renewal based on performance, business need, and budget availability.

5. Duty Station
1. The PO will be deployed on a full-time basis and the duty station shall be the MoFPED Office in Kampala with frequent travel upcountry.
2. Out-of-pocket expenses towards work-related travel will be reimbursed as per rules and regulations applicable to the INVITE.

6. Facilities to Be Provided by the Employer
The Employer shall provide office space, with connectivity to internet, printer, and access to other office amenities during the term of his contract.
