Job Description


Position: Multi Core Competency Livelihoods & Economic Inclusion Officer
Reports to: Multi Core Competency Project Manager
Supervisor of: None
Duty station: Kampala
Travel: 50%

Duration and type of contract: 10 Months

Responsibilities
Generic responsibilities
• Ensure adherence with NRC policies, tools, handbooks and guidelines
• Implement delegated Cash Support project portfolio according to plan of action
Prepare and develop status reports as required by management.
• Break down the annual operational plans into weekly, monthly and quarterly implementation plans
• Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
• Promote and share ideas for technical improvement
Mobilize communities and community leaders for project modalities, including community and infrastructure projects as well as Livelihoods projects
• Ensure that procurement development and distribution of project materials and equipment are timely and accordance with procedures
• Ensure that NRC activities are implemented within NRC’s protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper follow u
Ensure that all protection-related cases are referred to the concerned referral focal point.

Specific responsibilities
• Coordinate the Cash Support and livelihoods activities according to strategy, proposals, budgets and plans.
• Participate in project planning, and oversee program implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs.
• Provision of the annual operational plans into monthly and quarterly implementation plans.
• Ensure adequate project monitoring and evaluation systems are in place to collect information and consolidate data on a regular basis to demonstrate impact and inform ongoing program design.
Assist in the program development and design process through assessments, assisting in proposal writing and budget development.
• Conduct livelihood assessment to determine most viable income generating activities, crop and livestock farming, value chain addition and cash support activities
• Responsible for coordinating with key stakeholders and registration of project beneficiaries.
• Coordinate with stakeholders and partners in training of project beneficiaries.

Qualifications
Generic professional competencies:
• Experience working in complex and volatiles contexts desired
• Documented results related to the position’s responsibilities required
• Solid computer skills, including MS Word, Outlook and Excel required
• Ability to work diligently both independently and in a team setting required
• Knowledge about own leadership skills/profile required
• Willingness to travel regularly to the field is required
• Fluency in English, both written and verbal required; knowledge of local languages of South West Uganda will be an asset

Context/ Specific skills, knowledge and experience:
• The incumbent should hold a Degree of Business Administration, Social Sciences/Adult and Community Based Education/Cash Programming, Community Rehabilitation, Development Studies.
Minimum 3 years’ experience working on Cash and Livelihoods project implementation position in a humanitarian/recovery context.
• Experience with community-based projects/activities.
• Experience with multi-sectoral and integrated Cash and Livelihoods programming
• Professional knowledge of cash transfer modalities/systems.
• Experience with early recovery /reconstruction projects is an asset.
• Experience working with vulnerable groups in particular IDPs; Refugees, able to demonstrate conflict-sensitivity, compassion, discretion and protection aspects.
Skills in monitoring and evaluation would be beneficial.
• Skills and knowledge of market analysis and cash based interventions, Livelihoods and Food Security.
