Job Description


The Monitoring and Evaluation (M&E) officer will focus on monitoring and evaluating the project’s progress in strengthening capacity to operate laboratory diagnostic networks and surveillance systems to detect infectious diseases of global health security importance. He/she will work will work with the M&E Manager and other staff  to develop and implement monitoring systems for the project, along with working closely with the Health Information System (HIS) team to ensure the system integration of linking surveillance and laboratory data.  In addition, in case of the outbreaks, s/he will support data is captured, and relayed to the PHEOC and locally analyzed and used.

Overall Responsibilities
  • Contribute to the development and implementation of performance monitoring, evaluation tools and analysis plans in line with CDC’s Indicators, Global Health Security Agenda (GHSA), WHO/ Uganda Joint External Evaluation (JEE) and WHO benchmarks;
  • Support implementation of IHR monitoring framework.
  • In conjunction with the surveillance team support development and roll out of electronic integrated disease surveillance response systems (eIDSR)
  • Provide on-the-job capacity building, supportive mentoring and coaching for regional and district staff to ensure quality data and information is available for reporting and process improvement;
  • Ensure upcoming project monitoring, documentation and learning approaches are consistently integrated, aligned, and mainstreamed into project activities and coordinated with stakeholders;
  • Participate in quantitative and qualitative data collection and analysis and help facilitate use of data by GHS team and project beneficiaries;
  • Support development of data visualizations and presentations that effectively communicate results and enhance evidence-based decision making for project management and stakeholders;
  • Contribute to the reporting on progress of activities through the production of monthly, quarterly, semi-annual and annual performance reports;
Required Qualification, Experience and Competencies:
  • ·         Bachelors in Statistics, Biostatistics, M&E or a related field;
  • ·         At least 3 years of experience working in health-related projects as an M&E officer, preferably in GHS.
