Job Description


General Summary
The cluster prevention officer will provide HIV technical assistance in line with Ministry of Health guidelines to districts (DHTs), health facility staff and community structures to ensure timely attainment and sustenance of quality HIV/AIDS prevention services, including those targeting Key, priority and vulnerable populations.

Key Responsibilities
• To plan, monitor, implement and report on key activities related to HIV/AIDS including Gender related prevention services scale-up in the supported districts.
• Conduct supervision, mentorship and coaching activities to Health care workers in relation to HIV/AIDS and Gender prevention services in supported facilities, especially those targeting key, priority and other vulnerable populations.
Support capacity building efforts (trainings) of district, health facility and community-based staff to build their capacity to offer quality HIV prevention services, including the roll out of National HIV treatment and other related guidelines in HIV/AIDS prevention services, in the supported districts including those targeting key, priority and other vulnerable populations.
• Provide on call/ distance technical support assistance for handling of complicated cases, including addressing adherence challenges at facilities and other community structures.
• Support quality improvement initiatives of HIV prevention services in the supported districts and health facilities, including those targeting key, priority and other vulnerable populations.
• To directly support efforts for HIV case finding and other prevention interventions at district, health facility and community level using high yielding evidence-based models like SNS, Index testing among other strategies.
• Budgeting and accounting for all allocated resources and funds.
• Networking with PNFPs, PFPs, CDOs, CSOs, DCDO, DHT, DAC and other partners in the supported districts to optimise service delivery.
• Any other duty(ies) assigned to him/her by the supervisor from time to time.

Person Specification
• Comprehensive knowledge and experience in HIV/AIDS prevention, Care and management.
• Good working knowledge of HIV/AIDS programs, strategies, processes and techniques used to plan, develop, implement and evaluate results of HIV/AIDS programs.
• Excellent communication and interpersonal skills including the ability to work effectively in a team.
