Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

 

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of Programme Assistant (Verification Team Leader) to be based in Kyenjojo Field Office. Selected candidates will be employed on Service contract.

 

ORGANIZATIONAL CONTEXT

The job holders will report to a Programme Associate or the designate. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

 To provide support to Programme implementation. The Programme Assistant (Verification Team Leader) will provide leadership to general food/cash distribution activities while ensuring that the right persons receive the right assistance in Rwamwanja and Kyaka II refugee settlements.

KEY ACCOUNTABILITIES (1/2)

1. Arrange, plan, and coordinate monthly cycle distribution with the food and cash working sectors.

2.Supervise and monitor distribution processes at the Final Distribution points

3.Resolve general food assistance and general operational related queries during distributions.

4.Support in communication and represent in activities with local partners, agencies, government, and non-government institutions

5.Analyze and share distribution reports to line managers

6.Prepare payment Memos for facilitating office of the prime minister staff while monitoring General food assistance.

7.Reconcile data with the financial service provider every distribution day.

8.Review Financial Services Providers reports and Invoices

KEY ACCOUNTABILITIES (2/2)

9.           Plan and carry out pre – distribution meetings with Refugee representatives.

10.        Prepare monthly distribution plans with settlement partners.

11.        Monitor readiness of partners for the distribution.

12.        Monitor activities of co-operating partners at the food/cash distribution points.

13.        Arrange meetings with the distribution stakeholder representatives before distributions.

14.        Keep track of the verification processes and distribution flow.

15.        Co-ordinate with UNHCR litigation team to assess eligibility of the Persons of concern and agree on solutions.

16.        Participate in key stake-holder meetings.

17.        Compile comprehensive and analytical distribution report to line managers.

STANDARD MINIMUM QUALIFICATIONS

The job holder should have a University degree or equivalent in one or more of the following disciplines: Social Work and Social Administration, Social Sciences, Development Studies, Education, Rural development or any other related field.

Minimum desired experience

  • 5 years’ experience in Programme development and implementation under humanitarian response.
  • Knowledge in understanding the Programme life cycle and food assistance.
  • Facilitation of communication with technical teams.
  • Assistance and observation in policy discussions.
  • Understanding of basic principles guiding modality selection and implementation.
  • Understanding basic technical concepts and data modules relevant to food assistance programmed
  • Monitoring and Evaluation knowledge.
