Job Description


About US:

Established in 1997, United Nations Mine Action Service (UNMAS) leads, coordinates and implements all aspects linked to the mitigation of the threats from mines and explosive remnants of war. UNMAS operates under UN legislative mandates (UN General Assembly, UN Security Council etc.), requests by the UN Secretary-General or his designated official, mostly in response to a humanitarian emergency.

Key Duties and Responsibilities:

Under the direct supervision of the Team Leader TMAT, the Programme Officer will be responsible for the following duties:

  • Develops, implements and evaluates various training projects as trainer in the Mobile Capacity Building Team of the IED Threat Mitigation Advisory Team (TMAT), i.e. Convention Munition Disposal (CMD), Improvised Explosive Device Disposal (IEDD) and IED awareness training and capacity building projects; monitors and analyzes programme/project implementation at all stages; review of progress reports, project status reports, and briefing notes; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change across functional areas of IED Threat Mitigation, Explosive Ordinance Disposal (EOD) and Weapons and Ammunition Management (WAM).
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates UNMAS training course development, including the review and analysis of issues and trends, preparation of evaluations or other training activities and studies,
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions related to EOD and IED Threat Mitigation support for Troop Contributing Countries and Peacekeeping Missions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and
  • presentations and harmonized EOD and IEDD training across the UN and with Member States, based on a profound needs assessment. etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc. including through partnerships with other stakeholders to support the objectives of training standardization across different organizations; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including technical and training support across all UN P/TCCs, UNMAS field programmes and regional training centers in Africa, Europe and Asia and provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) for TMAT and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations Mine Action Service (UNMAS) Programme Management Officer job placement should hold an advanced university degree (Master’s degree or equivalent) in management, International relations, International Security Studies or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Graduation from a military staff academy or similar law enforcement training institution is required.
  • At least seven years of progressively responsible experience in project or programme management in the field of explosive ordinance disposal, ammunition management and explosive hazard management, including five years of experience in working with IED- related issues, policies and operations, with proven C-IED experience in a mission environment is required.
  • Recognized national qualification as EOD officer is required.
  • Experience writing policy papers or producing guidelines, standards and/or training materials related to IED threat mitigation is desirable.
  • Languages: fluency in English is required; knowledge of French is desirable.
