Job Description


Reporting Lines
The Project Coordinator-AMS will report to the Director of Programme and work in close collaboration with the WFP-Field Teams.

Technical Focus
The technical areas/profiles covered will be as follows;
Management and coordination of the Agriculture and Market Support (AMS) programme in cluster 4 of AMS operation in Napak, Nakapiripirit and Nabilatuk in Karamoja Sub-region of Uganda. In addition, there will be an emphasis on partnership building and coordination.

The key tasks and responsibilities of the role include:
The project coordinator will be responsible for overall management including planning, implementation and quality control of the ACORD-WFP Agriculture and Market support programme in Napak, Nakapiripirit and Nabilatuk districts. S/he will ensure proper budget monitoring and management, supervise field officers and counterpart relationships with key stakeholders at the district level. Specifically, the incumbent will carry out the following activities:
Prepare and oversee project implementation plans and ensure effective project management to ensure timely delivery of programme activities including monitoring against log frames, performance management work plans)
Supervise project staff and provide technical assistance to staff in agribusiness, value chain analysis and development, competitiveness, business enabling environments, and marketing associations.
Lead in the networking, coordination and linkage of farmer field schools and sub-county field school networks to produce dealers, small and medium size enterprises and financial institutions
Develop guidelines including training, monitoring and evaluation tools, bulking and collective sale of produce
• Support field officers to conduct/facilitate trainings on relevant technical areas including farming as a business. Postharvest handling, market information systems, warehouse receipt system, VSLA, and value addition.
• Establish, support and coordinate activities at satellite bulking centres/stores and ensure to ensure efficient data collection and entry.
• Plan and organize exchange visits and capacity building of producer organisations and associations on organizational, business development and market information systems
• Supervise the construction/rehabilitation and or management of produce stores/warehouses
• Develop assessment tools and conduct baseline surveys, needs, monitoring and evaluation assessments accordingly.
• Develop weekly, monthly and quarterly work plans and timely implementation of project activities
• Conduct participatory market research, market opportunity identification and market chain analysis for selected crops and link farmers groups to the produce markets.
• Develop training resources and streamline gender, HIV/AIDs and nutrition at all levels of project implementation
• Supervise and provide technical assistance to Project Officers to promote and work to expand community capacity agro-marketing, with sensitivity to the political and cultural context
• Ensure accurate and compliant record keeping and administration performance.
• Provide general project management reporting to project management teams.
• Liaise and coordinate support services from business partners as appropriate.
• Liaise with technical specialists in coordination of technical development and support to projects.
• Monitor and lead correction process to ensure project documentation, deliverables and data are maintained consistently in accordance with policies and standards.
• Take lead responsibilities on specific project phases to include Project Start Up, Close Out, managing sub-contractors, etc.
• May engage with Project Leadership in the definition and execution of project activities and development of plans and schedules.
• Collaborate with Project Management team to identify and manage risks.
• Provide technical assistance and support to projects as defined by the Director of Programmes.
• Perform business and proposal development needs as assigned.

Candidates will be Assessed Against the Following
Minimum Required Skills and Experience
Education:
• Master’s degree in international development, agriculture, business administration, or other relevant field with a minimum of 4 years of relevant working experience supporting donor-funded programming (or Bachelor’s degree and 6 years of relevant work experience).

Experience:
• At least 02 year experience in the field of agribusiness/agricultural production, agricultural produce marketing, market information and linkages.
• Previous experience in managing businesses in agricultural value chains with the private sector or NGO
• Supporting small-scale farmers in enhancement of produce quality, postharvest handling, and produce bulking, collective marketing and market information.is required
• Strong reporting skills and ability to meet tight deadlines skills with attention to detail and data accuracy.
• Good motorcycle riding skills and valid riding permit.

• Understands and applies fundamental concepts and principles of a professional discipline or technical specialty relating to the position;

• Researches linkages across programme activities to identify critical points of integration.
• Language Requirement:
• Fluency in spoken and written English is required and fluency in either Luo, Kejong or Swahili will be an added advantage.

Other:
• Good knowledge of computer applications such as MS Office (word, excel, power point and statistical applications).
