Job Description


Caritas Switzerland (CACH) is a non-governmental, non-faith-based, and non-profit aid agency that works worldwide and adheres to international humanitarian principles. CACH has been engaged in Uganda since 1994 and in South Sudan since 1972. Defined in the Strategy 2025, CACH focuses on the three main thematic fields: migration, income, and climate, whereas humanitarian aid is included as an overarching field of expertise in accordance with the Nexus principle.

Description
CACH is participating in the Call for Proposals “East and West Africa Region: Humanitarian-Development-Peace (HDP) Nexus” of the Austrian Development Agency (ADA) to implement a 36-months project addressing the regional conflict affecting the population in both Uganda (West Nile) and South Sudan (Central Equatoria). Based on the triple Nexus approach, the project aims to foster self-reliance and resilience of refugees and host community members with a focus on women, youth, and people with disability in the cross-border region of West Nile and Central Equatoria and invest in local capacities to ensure that local actors are an integral part of the HDP response.

The advertised position will only be recruited in the event of a successful acquisition by CACH.

The Project Team Leader is the overall responsible for project implementation and will oversee and monitor all the related activities in both project areas in West Nile and Central Equatoria. He/ she will lead the overall management of the project in close cooperation with the (international and national) implementing partners, and he/she will be the main point of contact for all the other stakeholders. He/she will represent the consortium at the (inter)national level.

Start: Between October-December 2021
Job location: Gulu, with regular travel in West Nile and South Sudan

Tasks
• Ensure project implementation in accordance with the Contracting Authority
• Supervise operational and financial planning as well as human resources and logistics for the project
• Develop and maintain relationships and facilitate communication internally between consortium partners, including the cross-border relation to the consortium partners in South Sudan, and externally with relevant actors/ stakeholders for a successful project implementation and learning/ capacity development
• Manage, supervise, provide leadership, and support the consortium to ensure that the team fulfils its responsibilities
• Develop activity plans, reports and other relevant documents for consortium members that meet the donor and internal requirements
• Ensure timely quality reporting
• Be responsible, together with the finance and compliance manager, for overall financial oversight of the consortium budget and expenditure
• Ensure adherence to monitoring and evaluation guidelines, frameworks, and indicators for the project including effective and efficient steering procedures
• Coordinate advocacy, communication, and visibility activities of the consortium project

Requirements
• Proven experience (at least 5 years) in senior programme/project management positions working with national government, (I)NGOs, CBOs in Uganda/South Sudan
• Experience of working in or ideally managing a consortium with excellent coordination skills
• Experience of managing large grants from major international donors; experience of working with ADA is highly desirable
• Demonstrated ability to work in (protracted) crisis settings and deliver results in difficult circumstances
• Experience in working with refugee populations, previous experience in peace-building and conflict prevention is an asset
• Leadership and training skills; able to build the capacity and guide diverse team
• Excellent communication skills
• Proven problem solving and organizational skills
• Able to work with minimum supervision and be pro-active
• Able to work under duress, occasional flexibility in terms of working off hours
• Advanced writing skills and experience in reporting
• Fluency in written and spoken English, knowledge of local languages (e.g., Aringa, Arabic) is an asset
• Computer skills incl. MS Word, Excel, Outlook, and PowerPoint
• Willingness and preparedness to regularly travel to West Nile and South Sudan
